answer	answer is ministerial correction date of answer 03/03/2016 answer text <p>Badgers culled under licence have not been routinely tested for tuberculosis (TB), since previous testing between 1998 and 2005 via the Randomised Badger Culling Trial (RBCT) and Road Traffic Accident surveys provided evidence of the typical prevalence of TB in badgers in areas of high incidence of TB in cattle. Based on current expenditure it will cost the taxpayer £1 billion over the next decade if we do not take rigorous action now. The Government is delivering a comprehensive strategy to eradicate the disease and protect the future of our dairy and beef industries. This includes strengthening cattle testing and movement controls, improving biosecurity, and badger control in areas where TB is rife.</p><p> </p><p>We expect the costs to government per area to decrease in line with the estimates contained in Table 4 of the Badger Control Policy: Value for Money Analysis published in December 2015:</p><p><a href="http://www.gov.uk/government/publications/bovine-tb-badger-control-policy-value-for-money-analysis" target="_blank">www.gov.uk/government/publications/bovine-tb-badger-control-policy-value-for-money-analysis</a>. The industry-led culls are funded by farmers. The Department’s budget allocation for supporting the 2016 culls has not yet been finalised.</p><p> </p><p>It is not possible to estimate policing costs associated with badger control operations for 2016 at this stage. The changes made are to the ‘Environmental Guidance On Waste Incineration’, which now clarifies that small waste oil burners used to burn waste oil must meet the requirements of Chapter IV of the Industrial Emissions Directive or switch to non-waste fuels. This guidance can be found on GOV.UK at: <a href="https://www.gov.uk/government/publications/environmental-permitting-guidance-the-waste-incineration-directive/environmental-permitting-guidance-waste-incineration" target="_blank">https://www.gov.uk/government/publications/environmental-permitting-guidance-the-waste-incineration-directive/environmental-permitting-guidance-waste-incineration</a>.</p><p>A consultation on the changes to the guidance was undertaken between 14 September and 26 October last year.
