answer text <p>CAP Basic Payment Scheme (BPS) payments for England are set in Euros and then converted into sterling. The exchange rate used is an average of the European Central Bank exchange rates set in September each year. There are no monthly variances. The rates used for BPS payments in 2015 and 2016 are:</p><p> </p><p>BPS exchange rate for 2015 was €1 = £0.73129.</p><p>BPS exchange rate for 2016 is €1 = £0.85228.</p><p> </p><p>The 2016 basic payment is expected to be around 19% higher than in 2015 for all farm types, reflecting the weaker exchange rate when payment rates in sterling were determined at the end of September 2016.</p><p> </p> more like this

answer text <p>An independent study published in 2013 to identify and assess the impacts and risks associated with sky lanterns suggested that the risks to animals or damage to the environment by sky lanterns were relatively minor, and reported that voluntary action and initiatives have been shown to be effective.</p><p> </p><p> </p><p> </p><p>Any action we take must be proportionate to the level of risk. An outright ban would be disproportionate in the circumstances, so across government, we have been taking forward a series of non-regulatory measures aimed at minimising the risks associated with sky lanterns and driving up safety standards. Local Authorities are also using existing powers to restrict or regulate the use of lanterns on council-owned land.</p><p> </p><p> </p><p> </p> more like this

answer text <p>The Environment Agency does not develop policy, however, operational staff throughout the Environment Agency routinely give advice and guidance to operators on end of waste matters. The Environment Agency also has a Definition of Waste team, consisting of four staff members, with specific expertise on end of waste alongside other responsibilities in waste regulation.</p><p> </p><p> </p><p> </p><p>There are other non-operational and legal experts in the Environment Agency who provide advice on end of waste matters as part of their wider responsibilities.</p><p> </p> more like this

answer text <p>The Environment Agency has developed several different mechanisms to support businesses in determining whether products are waste or not. These include end of waste frameworks (Quality Protocols) for thirteen different waste streams, a self-assessment web tool ‘IsItWaste’, and published data on comparator non-waste materials. All support tools can be found on the ‘<a href="https://www.gov.uk/guidance/turn-your-waste-into-a-new-non-waste-product-or-material" target="_blank">turn your waste into a new non-waste product</a> or material’ page on GOV.UK. Defra has also produced guidance on the legal definition of waste, also available on GOV.UK.</p><p> </p><p> </p><p> </p><p>Businesses seeking support on achieving end of waste status for their products can also contact their local Environment Agency office for further advice and guidance.</p><p> </p> more like this

answer text <p>During the January 2017 air pollution episode, Defra issued daily tweets from the UK-Air Twitter account, which provided information about current air pollution levels and accompanying health advice. These included details of the affected regions and links to regionalised maps. These are routinely retweeted by Public Health England and are followed by journalists who use the information to inform their reporting, as well as health charities and campaign groups who regularly retweet information to vulnerable populations.</p><p> </p><p> </p><p> </p><p>Defra also issued a press release on 23<sup>rd</sup> January, which was updated on 24<sup>th</sup> January. This provided details of the episode, including the affected regions and health advice targeted both at the general population and vulnerable people.</p><p> </p><p> </p><p> </p><p>Defra also alerted its network of health charities. These alerts provided full details of the nature of the air pollution episode, its geographical location and anticipated duration and links to further information including specific health advice relevant to the episode.
