answer text <p>There has not been any discussion on land disposal because the Forestry Commission has no plans to dispose of Mortimer Forest or any other significant areas of land. We remain committed to maintaining the Public Forest Estate in trust for the nation. As set out in the Written Ministerial Statement on 7 November 2017 we will not allow any net reduction in size of the Estate. The Forestry Commissioners are empowered to buy and sell land on behalf of Ministers but before doing so on any significant scale they would be expected to consult Ministers.</p><p> </p> more like this

answer text <p>The answer to Question 137401 referred to <em>total </em>particulate matter (TPM) which is measured continuously at incinerators by their continuous emissions monitoring systems (CEMS). TPM CEMS have to be calibrated by carrying out periodic sampling known as a reference method (i.e. the most accurate method) side-by-side with the continuous monitoring, and then adjusting the results obtained from the CEMS according to the results obtained by periodic sampling. The reference method for dust (another term for TPM) is set out in the British/European Standard BS EN 13284-1. It is therefore appropriate to refer to the definition in BS EN 13284-1 for dust in order to define TPM, which reads as follows:</p><p> </p><p><strong><em>“dust</em></strong></p><p><em>particles, of any shape, structure or density, dispersed in the gas phase at the sampling point conditions which may be collected by filtration under specified conditions after representative sampling of the gas to be analysed, and which remain upstream of the filter and on the filter after drying under specified conditions.”</em></p><p> </p>

answer text <p>The only reference to continuous measurement in the report is in Section 6 on page 14 which states “….periodic and continuous emission measurements undertaken for regulatory compliance indicated total PM emissions generally below 1 mg/m3 for these facilities….” which is clearly referring to measurement of total particulate emissions, rather than measurement of PM10 or PM2.5. The method by which PM10 and PM2.5 concentrations were measured is set out in section 3.1 of the report. This describes a type of periodic emissions measurement where particles from the exhaust gases are collected onto a material which is weighed in a laboratory before and after the sampling procedure in order to determine the mass of PM10 or PM2.5 collected. The results of this (together with the measurement of the exhaust gas flow rate recorded during the sampling period) are then used to calculate the concentration of these particles in the exhaust gases.</p><p> </p> more like this

answer text <p>Total particulate matter is continuously monitored at all operational waste incinerators.</p><p>The reason emissions of particulate matter from some waste sites were omitted from the pollution inventory is that their emissions were below reporting thresholds in 2016. This includes Thetford Power Station, Stallinborough, Oldbury, Slough Heat and Power, and Exeter Energy From Waste.</p><p>Annual reports regarding emissions of particulate matter from Twinwoods Heat and Power Bedfordshire were not included in the 2016 pollution inventory because no report was submitted by the operator. The Environment Agency is currently reviewing why no report was submitted by the operator in 2016 and will ensure that all emissions data is proided as required under the relevant legislation.</p><p>No emissions were reported from the Immingham Dock and Calder Valley incinerators because they were non-operational in 2016.</p><p><strong> </strong></p><p>Hartlepool Power Station is a nuclear power station and not an energy from waste site.</p><p> </p>

answer text <p>Estimates of total particulate matter from incinerators compared to a local environment are made at the point of permitting using dispersion modelling techniques. The modelling estimates the total particulate released from an incinerator and combines this data with site specific information on the ambient air quality in the local environment to establish the contributory impact.</p><p> </p><p>Dispersion modelling is undertaken at the individual incinerator location taking into account the rate of particulate release, the height of stack, the temperature of the plume and the local topography. This modelling shows the impact on the local area of the installation. By incorporating local metrological conditions and background particulate levels (established by local authority testing stations) it is possible to gauge the relative impacts of the incinerators.</p> more like this

answer text <p>Amendments were made to change the emission limit value (ELV) for particulate matter which is measured on a periodic (twice yearly) basis to the same value as that of the half hourly ELV for particulate matter which is measured on a continuous basis. answer text <p>The decision document states:</p><p> </p><p>“Whilst the [Environment] Agency is confident that current monitoring techniques will capture the fine particle fraction (PM2.5) for inclusion in a measurement of total particulate matter, a permit condition has been included that will require a full analysis of particle size distribution in the flue gas, and hence determine the ratio of fine to coarse particles.”</p><p> </p><p>The reason for this statement is that total particulate matter (TPM) includes PM2.5 as well as particulates of other sizes and therefore by monitoring TPM emissions, emissions of PM2.5 will also be captured.</p> more like this
