Felling licences are a requirement for felling, unless an exemption applies.</p><p> </p><p>The Forestry Commission provides the best available information on the granting of felling licences, illegal felling, and publicly funded restocking. These Official Statistics are produced to meet the standards of the Code of Practice for Statistics. Last year, the Forestry Commission introduced a new felling licence online service, which will enable further improvements to the collection and reporting of data on licencing.</p><p> </p><p>There is no obligation for a landowner to fell their trees once a licence has been granted, which can be valid for up to 10 years, so data on actual felling is not recorded and there are no plans to do so. However, loss of woodland can be detected from the analysis of satellite earth observation data, and the Forestry Commission already provides statistics on the net loss of woodland area in England.</p><p><a href="https://www.gov.uk/government/statistics/forestry-commission-corporate-plan-performance-indicators-2019" target="_blank">https://www.gov.uk/government/statistics/forestry-commission-corporate-plan-performance-indicators-2019</a></p><p>This takes account of the loss of woodland to open habitat creation and development. Local authorities are responsible for enforcing the 2018 Regulations and have powers to issue or revoke licences, and powers of entry and inspection. answer	answer is ministerial correction date of answer 25/06/2019 answer text <p>Latest information from the Waste and Resources Action Programme (WRAP) indicates that 90 local authorities in England offer households a kerbside collection of textiles. Many more provide collection points at household waste recycling centres or at bring bank sites. These bring sites provide an important service where kerbside collections are not available or may not be practical. Charity shop outlets also play an important role in acting as collection points for textiles from members of the public. We want to increase the amount of textiles that are diverted from landfill and put into recycling or reuse, and will bring forward proposals as necessary to ensure separate collection of textiles by 2025.</p><p> </p><p>More widely, the Government’s Resources and Waste Strategy published in December 2018 sets out our plans to prevent textile waste and encourage greater circularity including reuse. These include:</p><p> </p><ul><li>Reviewing and consulting on Extended Producer Responsibility for textiles and four other priority waste streams;</li><li>Developing regulatory measures for product standards that improve the durability, repairability, and recyclability of products such as clothing;</li><li>Improving consumer information and supporting a shift in the market;</li><li>Working with brands, manufacturers, charities and others through the Sustainable Clothing Action Plan to reduce the environmental footprint of clothing and encourage consumers to donate and reuse clothing.</li></ul><p> </p><p>This month, we have also announced a multimillion pound grant scheme to support the development of textile recycling facilities in the UK. We will ensure that the regulation of pesticides continues to be robust and fit for purpose, so as to protect people and the environment. This includes maintaining controls on endocrine disrupting chemicals.</p><p> </p><p>We have addressed a drafting error in an EU Exit Statutory Instrument to make it clear that these controls are maintained. answer	answer is ministerial correction date of answer 04/07/2019 answer text <p>The Government is keen that the welfare needs of racehorses are well met, both during their racing lives and afterwards. The British Horseracing Authority (BHA) is responsible for the safety of racehorses at British racecourses and the BHA works alongside the RSPCA and World Horse Welfare to make horseracing as safe as possible. However, both I and the BHA consider that more can be done to make horseracing safer which is why I have been holding regular discussions with the BHA about this. Most recently on 14 May, I met with the BHA as well as the new independent Chair of the BHA’s newly appointed Horse Welfare Board. This was a constructive meeting where the number of fatalities of racehorses was acknowledged, and both sides agreed that further action is required to tackle avoidable harm and make the sport safer.</p><p> </p><p>The Board committed to doing all it can to improve welfare outcomes. I stressed the need for the BHA to develop a robust action plan that will deliver tangible results and intend to stay in regular contact with the industry to continue to press for improvements in racehorse welfare.</p><p> </p><p>The number of racehorse fatalities at UK race tracks is published annually by the British Horseracing Authority.
