answer	answer is ministerial correction date of answer 01/07/2014 answer text <p>The Warm Home Discount is funded by energy suppliers, rather than Government, with scheme spending controlled through the levy control framework. We have committed to a Warm Home Discount spending target of £320 million in 2015/16. We will consult shortly on scheme rules for that year, including the eligibility criteria and the value of the rebate (which is set at £140 in 2014/15). We expect to see the scheme continue to support more than 2m households per year.</p><p>The introduction of Universal Credit does not in itself imply any significant changes to the operation of the Warm Home Discount. We estimate that 8 million people will be in receipt of Universal Credit once it has been fully rolled out to all benefit claimants. Any policy decision taken to extend entitlement to Warm Home Discount to all Universal Credit recipients would need to be accompanied by a decision on the value of the rebate. answer	answer is ministerial correction date of answer 01/07/2014 answer text <p>EU Member States are required under EU Directive 2009/119/EC to hold oil stocks at the higher of 90 days of average net daily imports or 61 days of average daily inland consumption in order to mitigate a substantial supply disruption. At present, the UK is obligated at 61 days of average daily inland consumption. answer	answer is ministerial correction date of answer 01/07/2014 answer text <p>Obligated companies in the UK are required to hold at least one-third of their obligation as finished products of petrol, diesel and jet-fuel. The remaining two-thirds of the obligation can be met with a wider range of oil products and crude oil, known as ‘Any Oil', potentially including additional stocks of petrol, diesel and jet-fuel. Companies are able to hold stocks both in the UK and in facilities within the European Union.</p><p>In April 2014 in total companies held 104% of the obligation for finished products of petrol in the UK, while for jet fuel this was 96% and diesel 78%. answer	answer is ministerial correction date of answer 30/06/2014 answer text <p>There is no “hydraulic fracturing licence”. DECC issues Petroleum Exploration and Development Licences (PEDLs). However, PEDLs are not specific to shale gas and do not give permission for operations, but grant exclusivity to licensees in relation to hydrocarbons (including shale gas but also other forms) within a particular area. All operations, such as drilling, hydraulic fracturing or production, however require planning permission, and applications are subject to public consultation. They also require access agreement with relevant landowner(s), Environment Agency permits, HSE scrutiny, and DECC consent before operations can commence. answer	answer is ministerial correction date of answer 30/06/2014 answer text <p>The Department works closely with the relevant regulators and industry to ensure that the regulatory system is as streamlined as possible, whilst remaining robust enough to safeguard public safety and the environment.</p><p>In order to help companies navigate our regulatory system, the Department published in December a Regulatory Roadmap setting out all the regulation that applies to shale at the exploration stage.</p><p>We have already reduced unnecessary duplication in the regulatory system for shale gas, clarifying and streamlining the regulation of exploration activity through the Environment Agency, including developing a single application form for permits. The average waiting time for environmental permits for onshore oil and gas is 8 to 9 weeks. We will introduce standard rules environmental permits later this year cutting permitting times for low risk activities to 2-4 weeks.</p><p>The Department of Communities and Local Government published planning guidance for onshore oil &amp; gas projects last July, which makes clear that planning authorities when assessing applications should assume that the environmental and health and safety regulatory regimes operate effectively rather than duplicating effort.</p><p>We are also consulting on proposals designed to simplify current procedures for obtaining access to underground land. It is encouraging that industry will offer £100,000 per fractured well site during exploration, so communities can benefit early, as well as 1% of revenues at production.</p><p>The UK Onshore Operators Group has provided more information about the community benefits scheme and will be partnering with the UK Communities Foundation for two pilot schemes during the exploration stage. The UK Communities Foundation will work with local residents to use the funding according to their needs and priorities.
