answer text <p>The UK is already playing its part in delivering the Paris climate deal, through its contribution to meeting EU climate and energy targets and through its domestic climate framework set out in the Climate Change Act. In addition, the Government believes we need to take the step of enshrining the global goal of net zero greenhouse gas emissions into UK law. As a first step, our independent advisors, the Committee on Climate Change, are looking at the implications of the Paris commitments. The Committee has said that it will report in the autumn, and we will consider carefully the recommendations.</p><p> </p> more like this

answer text <p>DECC recognises the importance of considering the whole system impacts (both costs and benefits) of different electricity technologies when formulating future government policy, since it is a crucial element in delivering secure, clean and affordable energy to consumers.</p><p> </p><p>In order to continue to improve its evidence base in this area and inform future policy developments, DECC commissioned Frontier Economics to undertake a project on the Whole System Impacts of Electricity Generation Technologies.</p><p> </p><p>The core aim of the project was to set out a comprehensive framework to define whole system impacts and their components and drivers, which can be applied to conventional, low-carbon and renewable large- and small-scale technologies. Following peer review by experts in the field of whole system impacts, DECC will publish the resulting methodology report in due course, taking into account timing restrictions relating to purdah(s).</p><p> </p><p>Subsequently, the theoretical framework will be used to further systematise DECC’s modelling capability. Given the complex modelling involved and the need for a rigorous quality assurance process to ensure the analysis is robust, this is currently ongoing.</p><p> </p><p>Once the project is completed, DECC will be able to draw on the improved evidence base developed through this project to contribute to informing future electricity market policy development, including for CFDs. Given that the electricity system continues to evolve, it is important that DECC reaches well-evidenced and robust long-term solutions.</p>

The average annual investment in renewables has more than doubled in the last 5 years, with an average of £9bn invested each year in UK-based renewables. Indeed, 2015 was another record year with £13bn invested in renewable electricity.</p><p> </p><p>In order to support further investment in renewables, we announced in the 2016 Budget funding for three further Contracts For Difference allocation rounds, worth £730m of annual support. answer text <p>We have announced our intention to hold three further Contract For Difference allocation rounds in this Parliament. At Budget 2016, we announced the budget for these allocation rounds. Applicants in the first allocation round will compete for £290m of annual support, which is being made available from 2021/22 onwards. Over the 3 rounds we are planning to allocate £730m of annual support. We will announce further details in relation to the next allocation round, as soon as possible . More details of future rounds will follow in due course.</p><p> </p><p>Our estimates show that we are on track to deliver 35% of the UK’s electricity from renewables in 2020/21, exceeding our ambition of 30%. answer text <p>The Department of Energy and Climate Change (DECC) is investigating the potential barriers to deployment of energy storage and possible mitigating actions, focussing in the first instance on removing regulatory barriers but also considering whether more needs to be done to stimulate investment in energy storage. DECC plans to issue a call for evidence in spring 2016 on this area.</p><p> </p><p>DECC has provided more than £18m of innovation support since 2012 to develop and demonstrate a range of energy storage technologies.
