	answer	answer is ministerial correction date of answer 07/12/2015 answer text <p>Of the 204 emissions scenarios included in the IPCC’s Fifth Assessment Report database with climate model projections which are consistent with a more than 50% chance of keeping global warming below 2 °C by 2100:</p><p>(a)177 of these include negative emissions technologies; and</p><p>(b)noting that the scenarios do not consider emissions in 2015, but rather for each decade:</p><p>(i) 111 of the scenarios require emissions to peak by 2010; and</p><p>(ii) 46 additional scenarios require emissions to peak by 2020.</p><br /><p>The remainder either do not report total emissions (11) or peak after 2020. The general features of the scenarios in this database show that delaying strong action to reduce emissions would increase the risk of exceeding 2 °C of warming and associated impacts, and require deeper emissions cuts in the future and/or a heavier reliance on negative emissions technologies at scale. 	answer	answer is ministerial correction date of answer 09/12/2015 answer text <p>The International Energy Agency has suggested that around a third of global fossil fuel reserves are burnable under a 2°C scenario.</p><br /><p>In the UK, we are committed to implementing the Wood Review recommendations to maximise economic recovery of oil and gas in a way that is compatible with our climate change targets. Maximising recovery both in terms of increasing efficiency of production, as well as increasing levels of production of the UK’s oil and gas, will help maintain security of supply as well as boost growth and jobs.</p><br /><p>This Government remains committed to the Climate Change Act and to meeting our climate change target of an 80% emissions reduction by 2050. This will mean reducing the amount of fossil fuels we use – through improved energy efficiency and increased supplies of low carbon energy - as well as reducing other sources of emissions. 	answer	answer is ministerial correction date of answer 18/01/2016 answer text <p>DECC recognises the importance of considering the whole system impacts (both costs and benefits) of different electricity technologies when formulating future government policy, since it is a crucial element in delivering secure, clean and affordable energy to consumers.</p><br /><p>In order to continue to improve its evidence base in this area and inform future policy developments, DECC has commissioned a project on the Whole System Impacts of Electricity Generation Technologies on the electricity system. This project will improve DECC’s understanding of what these system costs are (for example, the impact of electricity technologies on wider system balancing actions and networks requirements), as well as improve DECC’s modelling capability to quantify these system costs and their dynamics. The project covers both conventional and low-carbon large- and small-scale technologies.</p><br /><p>This project is currently ongoing and given the complex modelling involved, it requires a rigorous quality assurance process to ensure the analysis is robust. A report will be published in due course.</p><br /><p>Once this project is completed, DECC will be able to better quantify system costs to inform policy decisions. Friend the Secretary of State expects to be in a position to take her final decision on the Contract for Difference and associated agreements for Hinkley Point C once the documentation relating to equity investment into the project is finalised. The Contract for Difference would provide revenue support during the operational phase of Hinkley Point C for a period of 35 years. Friend the Secretary of State’s final decision on the Contract for Difference and associated agreements for Hinkley Point C is not dependent on developments at Flamanville. The UK has its own independent nuclear regulatory regime which has assessed the reactor design proposed for use at Hinkley Point and will continue to regulate the project through construction, operation and decommissioning. As part of this, the Office for Nuclear Regulation has said that it expects EDF to apply any relevant lessons learned from Flamanville and improve its design to ensure the delivery of high standards of nuclear safety for its new nuclear power plants in the UK.
