Most school sites are owned by a local authority (LA). When such schools convert, the LA retains ownership of the land and leases it to the academy trust. Only where a school already owns their own land prior to conversion, and even then only in some instances, will the freehold transfer to the new academy trust. Further information on these land arrangements are available here:</p><p><a href="https://www.gov.uk/government/publications/academy-land-transfer-advice" target="_blank">https://www.gov.uk/government/publications/academy-land-transfer-advice</a>.</p><p>Where publicly funded land is legally held by an academy trust, it remains ‘publicly funded’ and therefore protected by legislation. No one can dispose or change the use of publicly funded school land without first getting consent from my right hon. Friend, the Secretary of State for Education. Should an academy close, or part of the land become surplus, my right hon. Friend, the Secretary of State has powers to return it to the LA, to transfer it to another academy, or to return the proceeds of any sale to the local authority.</p><p>As a further safeguard, all academy funding agreements since at least 2014 should contain an option for my right hon. Friend, the Secretary of State to acquire the academy trust’s legal interest in its land for nil consideration on the termination of the funding agreement. A version of this option was also in common use prior to 2014, but we do not have any central record of the rare instances in which it may have been absent.</p><p>The Department has not estimated the financial value of land without such an option in place. This is because even where this may be the case, all publicly funded land at academies remains subject to Schedule 1 of the Academies Act 2010. 	answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>Schools receive the pupil premium for pupils who are claiming free school meals (FSM) or who have claimed FSM at any point in the past six years. This is because we know that this is a good indicator of which pupils do not go on to achieve their full potential.</p><p>We currently have no plans to expand the eligibility of the pupil premium to young carers.</p><p>We recognise that young carers face particular challenges. With this in mind, we give school leaders freedom to use their pupil premium grant in any way they wish to meet the needs of their pupils. This means that they can use their share of the £2.4 billion pupil premium to support young carers in their school. However, financial need will vary significantly from family to family.</p><p>The department keeps under review the use of the 16-19 bursary fund to inform our understanding of whether it is providing effective support to our most economically disadvantaged students.</p><p>The defined vulnerable groups eligible for particular support from the 16-19 Bursary Fund are groups that generally do not receive financial support from their families. Young carers can receive help from the discretionary element of the 16-19 bursary fund, which is made available to education and training institutions. It is their role to determine which young people need bursaries and the level of financial support required to enable these students to participate.</p><p>Young carers are able to discuss their particular needs with their school or college, which can then provide appropriate, individualised support. There is a focus on ensuring the curriculum provides children and young people with knowledge on internet safety. The computing curriculum ensures that pupils are responsible and competent users of information and communication technology. This autumn, the National Centre of Computing Education will be launched, which will support the teaching of computing.</p><p> </p><p>The Department is also making Relationships Education compulsory in all primary schools, Relationships and Sex Education compulsory in all secondary schools and Health Education compulsory in all state-funded schools.</p><p>The Department is currently consulting on the draft regulations that will make the subjects compulsory, as well as the accompanying guidance: <a href="https://consult.education.gov.uk/pshe/relationships-education-rse-health-education/" target="_blank">https://consult.education.gov.uk/pshe/relationships-education-rse-health-education/</a>.</p><p> </p><p>The draft guidance sets out that teaching about internet safety, including the benefits and risks of social media, should be integrated into these subjects. The draft guidance also provides examples of resources from reputable organisations that can be used by schools and any other organisation working with children and young people. For example, the UK Council for Child Internet Safety recently published “The Education for a Connected World framework” which describes the digital knowledge and skills that children and young people should have the opportunity to develop at different ages and stages of their lives.
