star this property answer text <p>Admission arrangements for individual schools are set and applied locally, as such, the Department does not hold information around the outcome of individual applications.</p><p> </p><p>We recognise that looked after children are amongst the most vulnerable in our society and, wherever possible, should be admitted to the school which is best able to meet their needs. That is why the School Admissions Code requires admission authorities of all schools, including academies, to give highest priority in their admissions criteria to looked-after children and previously looked after children.</p><p> </p><p>Where a school refuses to admit looked-after or previously looked after children, they can be directed to do so.</p> more like this

There are no restrictions on business opening hours. Where evening and/or weekends are offered, it is the responsibility of each provider to share this information directly with the student when booking their appointment or publishing on the provider’s own website if they have one.</p> more like this

star this property answer text <p>All schools have duties under the Equality Act (2010) towards individual disabled children and young people, including:</p><ul><li>to make reasonable adjustments, including the provision of auxiliary aids and services, to prevent them being put at a substantial disadvantage;</li><li>not to discriminate in relation to their disability; and</li><li>to publish accessibility plans setting out how they plan to increase access for disabled pupils to the curriculum, the physical environment and to information. (Local authorities have parallel duties to publish accessibility strategies.)</li></ul><p>Complementing this, the Children and Families Act (2014) places duties on schools to use their ‘best endeavours’ to make special education provision for those who need it, many of whom will have disabilities.</p><p>Taken together, this amounts to a range of exacting duties on schools in relation to disability.</p><p>To support schools in meeting those duties, in relation to vision impairment and more broadly, we are providing £3.4 million funding over 2018-2020, for the special educational needs and disabilities (SEND) schools’ workforce contract, which will be delivered by the Whole School SEND consortium, led by the National Association for Special Educational Needs, nasen. Our aim is to embed SEND into school-led approaches to school improvement in order to equip the workforce to deliver high quality teaching across all types of SEND. As part of this programme of work, we are also reviewing the learning outcomes of specialist SEND qualifications, including the mandatory qualifications for teachers of classes with vision impairment, to ensure they reflect the changing needs of the education system.</p>

Local authorities remain responsible for ensuring that the provision identified in Statements of SEN is met. star this property answer text <p>Any exclusion of a pupil, even for a short period of time, must be formally recorded.</p><p>The head teacher of a school can only exclude a pupil on disciplinary grounds. The decision to exclude a pupil must be lawful, reasonable and fair.</p><p> </p><p>The Department does not hold the information on any children who have been prevented from attending school outside of this process.</p> more like this

star this property answer text <p>Arrangements for referrals for diagnosis of a learning disability are a matter for local determination and a referral might be made via education or health. The new framework for special educational needs, introduced by the Children and Families Act 2014, provides a basis for the different sectors to work together in supporting the assessment of children’s needs and identifying the support they need.</p><p> </p><p> </p><p> </p><p>The Healthy Child Programme plays an important role in supporting the early identification of a complex need in the first five years of a child’s life. This is the key universal service for improving the health and well-being of children, through health and development reviews, health promotion, parenting support, screening and immunisation programmes.</p><p> </p><p> </p><p> </p><p>All early years providers are required to have arrangements in place to identify and support children with special educational needs (SEN) or disabilities, and to promote equality of opportunity for children in their care as set out in the Early Years Foundation Stage Framework, which is published online: <a href="https://www.gov.uk/government/publications/early-years-foundation-stage-framework--2" target="_blank">https://www.gov.uk/government/publications/early-years-foundation-stage-framework--2</a>. Early years providers and educational settings should have arrangements in place that include assessment of SEN as part of the setting’s overall process for monitoring and assessing children.</p><p> </p><p> </p><p> </p><p>All schools must use their best endeavours to make sure that children with SEN get the support they need. When deciding on the provision to be made for a particular child or young person with SEN or a disability, schools and local authorities must refer to the SEND Code of Practice, which is available online here: <a href="https://www.gov.uk/government/publications/send-code-of-practice-0-to-25" target="_blank">https://www.gov.uk/government/publications/send-code-of-practice-0-to-25</a>. Teachers, and others working in schools, will work closely with their local Special Educational Needs Coordinator (SENCO) when supporting children with SEN and disabilities, including those with dyslexia and dyspraxia.</p><p> </p><p> </p><p> </p><p>The Department is working with dyslexia organisations to facilitate better support for children with dyslexia, including funding of £204,000 in 2015/16 to the Dyslexia - Specific Learning Difficulties Trust to provide expert advice, information and training on literacy difficulties, speech and language difficulties and dyslexia to schools and parents. This includes training teachers to deliver quality teaching and Special Educational Needs (SEN) support for pupils with dyslexia.</p><p> </p><p> </p><p> </p><p>A grant of £550,000 in 2015/16 has been made to the British Dyslexia Association to fund a project to address issues around early identification and effective provision. The project will develop a certification framework which provides a graduated route towards a whole school policy for supporting children with literacy difficulties.</p><p> </p>

star this property answer text <p>As part of the Ministry of Housing, Communities and Local Government (MHCLG) led review of councils’ relative needs and resources, the Department for Education and MHCLG have jointly commissioned external research into the relative drivers of ‘need to spend’ on children’s services.</p><p>The aim of this work is twofold: to develop a statistically robust, up-to-date approach to funding distribution for children’s services at local government finance settlements; and to gather useful data to better understand demand pressures.</p><p> </p><p>The current timescale is for a model ready to consult on later this year for use in the 2020-21 local government finance settlement.</p> more like this
