answer text <p>Local authorities (LAs) have a statutory duty to support and encourage young people to participate, and to secure sufficient suitable education and training for all young people. The Government has published guidance for LAs on implementing these duties effectively, and has made available research into good practice including tips for LAs on implementing raising the participation age. LAs also take part in regional meetings to share good practice, and can access advice and guidance from high performing authorities. The Department for Education publishes LA participation data three times a year and LAs are encouraged to benchmark their performance against other areas and prioritise the improvement of participation levels accordingly.</p> more like this

answer text <p>At the end of 2014 the proportion of 16 and 17 year olds in England not in education and training fell to 6.4% - its lowest level since consistent records began and 3.0ppt lower than at the end of 2010. This means that more young people have the opportunity to gain the skills and qualifications to reach their potential. Local Authorities (LAs) have a statutory duty to support and encourage young people to participate, and to secure sufficient suitable education and training for all young people - they can access guidance and advice on this from the Government and from one another. Government funded schemes such as the Youth Contract and Youth Engagement Fund pilots are available to support the participation of young people, along with other support from schools and colleges - and via European Social Fund provision and pilots for Jobcentre Plus to support young people to access local employment and training opportunities.</p> more like this

answer text <p>The government has made a series of important reforms to improve permanence for looked after children. We gave them a high profile launch at the British Association of Adoption and Fostering conference on permanence in October 2014, where they formed the centrepiece of my speech.</p><p> </p><p> </p><p> </p><p>The Care Planning and Fostering (Miscellaneous Amendments) Regulations 2015 and associated guidance came into force on 1 April 2015. We have promoted these reforms to local authorities via the Association of Directors of Children’s Services (ADCS) bulletin in March 2015; and again through the Department for Education’s official communication to local authority Directors of Children’s Services, Chief Executives and Lead Members in June.</p><p> </p> more like this

answer text <p>The Department for Education has asked local authorities and voluntary adoption agencies to set out the support they need to facilitate the move to regional adoption agencies. The department has invited expressions of interest to be submitted by 7 September. This will inform how the £4.5 million funding available for 2015-16 is used.</p><p> </p><p>The government has also announced an additional £30 million of funding starting from July 2015, to cover the fees that local authorities have to pay when families are found from other areas. This investment is targeted specifically at finding homes for almost 3,000 children who are still waiting for adoption, despite there being sufficient numbers of adopters available nationally. answer text <p>Creating regional adoption agencies will improve the efficiency of adoption services and increase the scale at which services are operating. This is expected to lead to longer term savings for local authorities through efficiency gains as they realise economies of scale, and deliver improvements in the timeliness of adoptions. The Department for Education is providing £4.5 million in order to support the transition to regional adoption agencies in 2015-16.</p><p> </p><p> </p><p>As part of this work, the department will assess and evaluate the costs and savings resulting from the measures. We have asked local authorities and voluntary adoption agencies to give us an early indication of the financial and practical support they expect to need for transition by the end of July, and have invited expressions of interest to be submitted by 7 September.</p> more like this

answer text <p>The Department for Education takes the views of parents, carers, children and young people on educational psychology services seriously. There has been an active parent representative from the Learning Trust on its Educational Psychology Training National Steering Group since 2011. Furthermore, as part of the joint review of clinical and educational psychology training arrangements with the Department of Health, the department is planning wider consultation with children and young people (0-25 years) on psychological services.</p><p> </p><p> </p><p> </p><p>It is a matter for Ofsted if they plan to monitor the effect on children of there being no educational psychologists employed by the local authority in whose area their school is located. I have asked Her Majesty’s Chief Inspector, Sir Michael Wilshaw, to write to the honorable Member with the information requested.
