answer text <p>The system which hosts the SENCO Forum initially stopped functioning on 18 November 2017. It was partially restored on 8 December 2017 but not all members had access to it. It subsequently failed again on 21 December 2017 and was back up and fully operational on 9 February 2018.</p><p>We will continue to work closely with the Chair of the Forum to secure the future of the SENCO Forum and ensure it is accessible to its users.</p> more like this

answer text <p>The most up-to-date reliable national statistics that the department holds on (a) the number of secure accommodation places for children in England, (b) the capacity of those places and (c) the number of vacancies in those places was released on 31 March 2017.</p><p>This information was published in the statistical first release ‘Children accommodated in secure children's homes: 31 March 2017’ (SFR23/2017), available at: <a href="https://www.gov.uk/government/statistics/children-accommodated-in-secure-childrens-homes-31-march-2017" target="_blank">https://www.gov.uk/government/statistics/children-accommodated-in-secure-childrens-homes-31-march-2017</a>. However, the publication does not contain information on the number of vacancies in the secure children’s homes, hence vacancies have been defined as the difference between capacity and the number of children in available places.</p><p>The publication gives an annual snapshot of the status of secure children's homes in England and Wales at 31 March 2017. Similar information relating to the position as at 31 March 2018 will be published in June 2018.</p>

answer text <p>The Children’s Commissioner for England’s advisory board brings together individuals from across the children’s sector and wider civil society. Membership is by the formal invitation of the Children’s Commissioner following public advertisement and a recruitment exercise. The Children’s Commissioner selects members from applications received and they are invited on the basis of the following considerations:</p><p> </p><ul><li>a track record of excellence at a strategic policy and delivery level;</li><li>a track record of high strategic or operational performance to support services relevant to children young people and families;</li><li>proven knowledge and experience of policymaking and public affairs; and/or</li><li>knowledge of the role, remit, powers and duties of the Children’s Commissioner as defined in legislation.</li></ul><p> </p><p>The work of the advisory board is undertaken paying due regard to the seven principles of the Code of Conduct for those in Public Life. answer text <p>The department’s work in scoping a review of the outcomes of and support for Children in Need consulted a range of organisations and individuals, including from: sector representatives, children’s charities, local children’s services departments, primary and secondary schools, research organisations and related cross-government teams. This involved speaking to over 120 individuals, including more than 25 social workers, around 40 social worker leaders and around 40 school leaders. This engagement took the form of individual meetings, roundtables, participation in cross-government events and deep dive visits to local services in Birmingham, Solihull and Blackpool, as areas with different profiles of need.</p><p>In addition to the evidence provided by this direct consultation, the department considered emerging learning from projects funded through the Children’s Social Care Innovation Programme, reviewed academic literature, and assessed data collected through the annual Children in Need census.</p>
