star this property answer text <p> </p><p>Magna Carta and the emergence of Parliament are included within the new history curriculum, to be taught in maintained secondary schools from September 2014.</p><p>To support teachers to commemorate the 800<sup>th</sup> anniversary, a range of projects and resources are being provided by Parliament and others for primary and secondary school pupils.</p><p>We have no plans to send a copy of the Magna Carta to every school and therefore have not made an estimate of what this might cost.</p><p> </p> more like this

star this property answer text <p>The Department for Education collects data on the reasons for which children have been placed in secure children’s homes. There are three categories: those that have been detained or sentenced by the criminal courts; those placed in a criminal justice context and those placed on ‘welfare grounds’ under the Children Act 1989 (the Act). On 31 March 2014 there were 104 children placed in Secure Children’s Homes across England and Wales on welfare grounds. Within this latter category, we do not hold data that allows us to determine whether each child has been convicted of a crime.</p><p>Restricting the liberty of a child outside of the criminal justice context is a serious step. Section 25 of the Act sets out the criteria which must be considered before placing a young person in secure accommodation.</p> more like this

star this property answer text <p>The Department for Education is asking schools, like other employers across the public sector, to contribute more towards their employees’ pensions to ensure that the cost of public sector pension schemes do not fall unfairly on taxpayers. Our protection of the core schools budget in real terms means that schools are well-placed to cope with changes in their costs in 2015-16. The Department has also deferred the introduction of the increase to September 2015, giving schools an additional five months to plan how they will meet the additional pensions cost.</p><p>In addition, the Chancellor confirmed that the next spending review will take into account the cost to employers of the reforms to the Teachers’ Pension Scheme and the implications for National Insurance.</p> more like this

star this property answer text <p>As estimated by the 2015/16 Teacher Supply Model, English primary schools will require 29,700 qualified teachers to enter the active stock in the 2015/16 academic year. The model also estimates that English secondary schools will require 22,500 qualified teachers to enter the active stock in the 2015/16 academic year.</p><p>This need for teachers will be met through a combination of new trainees, those returning to the profession, and those entering the state-funded sector in England for the first time.</p><p>The Department for Education uses the Teacher Supply Model (TSM) to calculate the optimum number of Initial Teacher Training (ITT) places required to match the future supply of teachers to the estimated demand for qualified teachers within the state-funded sector in England. The National College for Teaching and Leadership (NCTL) uses this information to inform their allocation of ITT places to teacher training providers.</p><p>The estimates for the future demand for teachers use the projected number of pupils in schools, assumed Pupil Teacher Ratios (PTRs), and our best estimates for the number of teachers required to implement the Department’s policy initiatives. The model also takes into account other flows within the existing stock of teachers such as those leaving the profession or retiring as well as those expected to return to teaching in the state-funded sector.</p><p>Whilst the Department estimates future teacher demand, decision-making taken at school level determines the actual number of teachers required. In addition, the reforms to teachers’ pay that were introduced from September 2013 have given schools greater freedom to develop local reward packages which enable them to attract and retain the good teachers they need.</p><p> </p><p> </p><p> </p><p>The Department has published the TSM online, along with an outline of the wastage forecast methodology. The first cohort started training in January 2014 with 41 trainees; the second started in September 2014 with 54 trainees. Cohort one attracted 982 applications, cohort 2 attracted 250. In total 1,232 Service Leavers have applied for the Troops to Teachers programme. The numbers of applications dropped between cohorts because we improved the process to eliminate applications from those who are ineligible.</p> more like this

star this property answer text <p>We are not able, in the time available, to assess how many schools have received the pupil premium in total since its introduction in 2011 as this data is not held in the format requested. However, in the 2013-14 financial year, 19,986 schools attracted funding due to having one or more pupils who had been registered for free school meals at any point in the previous six years. There were also 1,349 schools (maintained special schools, special academies, pupil referral units (PRUs) or Alternative Provision academies) for which the local authority received any pupil premium funding due, in line with the conditions of grant. These figures do not take into account schools receiving pupil premium plus for looked after children, as this funding was also allocated to local authorities to distribute.</p><p> </p><p>The gap in pupils achieving Level 4 or above in key stage 2 reading and mathematics has narrowed from 19.3 to 16.2 percentage points between 2011 and 2013. The gap in pupils achieving at least five good GCSEs including English and mathematics has narrowed from 27.4 to 26.7 percentage points over the same period.</p><p> </p><p>Whilst it is too soon to see significant evidence of the impact of the policy on the national attainment statistics, our assessments of the policy show an improving picture. Ofsted concurs with this view, and in its most recent report of July 2014 stated that schools are using the funding more effectively than ever before to raise the attainment of their disadvantaged pupils, and that gaps in many schools are beginning to close, in some cases quite quickly.</p><p> </p>

star this property answer text <p>The Priority School Building Programme (PSBP) is a centrally managed programme set up to address the needs of the schools most in need of urgent repair. Through the programme, 260 schools will be rebuilt or have their condition needs met by the Education Funding Agency (EFA).</p><p> </p><p>Under the Priority School Building Programme we have now signed construction contracts for 63 schools.</p><p> </p><p>8 schools have opened in new buildings since October 2014. This brings the total number of schools open in new buildings to 14. Construction work is continuing at a number of these schools to demolish the old dilapidated buildings.</p><p> </p> more like this

star this property answer text <p>Local authorities have the freedom to target their resources where they will best support the needs of local communities, provided they meet their statutory duty to ensure sufficient children centre services.</p><p> </p><p>Children’s centres are funded through the Early Intervention Grant (EIG), part of the ‘Business Rates Retention Scheme’. This includes money to provide early education for two-year-olds and funding to retain a national network of children’s centres.</p><p> </p><p> </p><p>The Department for Education does not make estimates of unit costs for children’s centres because of the variety of approaches to the structure of a children’s centre network, and delivery of services, that local authorities are free to employ – bearing in mind statutory guidance – to best meet local need.</p> more like this
