We introduced Education, Health and Care plans to provide personalised and tailored support for those children with more complex needs and have also announced £780 million additional funding in 2020-21, bringing the total funding for high needs to £7.2 billion.</p><p> </p><p>All children who were adopted, including children with disabilities, are also entitled to access the Adoption Support Fund (ASF) which can pay for essential therapeutic services. The ASF aims to ensure that these families receive good, timely support. We have funded the sector through the National Adoption Recruitment Steering Group, which has run both the National Adoption Week campaign and wider recruitment projects to target potential adopters in their areas for the children they have waiting. This will include children from black, Asian and minority ethnic (BAME) backgrounds and children over the age of 5. Part of this work has included work with churches and mosques to encourage adopters from a range of different backgrounds.</p><p> </p><p>We are commissioning behavioural insights research to better understand the motivations and barriers for people who are interested in becoming foster carers or adopters. 	answer	answer is ministerial correction date of answer 22/10/2019 answer text <p>The Adult Education Budget (AEB) currently supports 3 legal entitlements to full funding for eligible adult learners:</p><ul><li>English and maths, up to and including level 2, for individuals aged 19+, who have not previously attained a GCSE grade A* - C or grade 4, or higher.</li><li>First full qualification at level 2 for individuals aged 19 - 23.</li><li>First full qualification at level 3 for individuals aged 19 - 23.</li></ul><p> </p><p>A fourth legal entitlement to fully funded specified digital skills qualifications for adults, aged 19+, with no or low digital skills will come into effect from 1 August 2020.</p><p> </p><p>In addition, the AEB supports delivery of flexible tailored provision for adults up to level 2 which is either fully funded or co-funded depending on a learner’s age, prior attainment and circumstances.</p><p><strong> <br> </strong>For the 2019/20 academic year, the AEB is continuing a trial to support those in work on low incomes, which allows providers to fully fund eligible learners on low wages, who would otherwise be eligible for co-funding. The trial will apply in respect of learners who are resident outside of devolved areas.</p><p> </p><p>From August 2019, approximately 50% of the AEB has been devolved to 6 Mayoral Combined Authorities and the Mayor of London, through the Greater London Authority. They are now responsible for commissioning and funding AEB provision for learners resident in their areas.</p><p>The Education and Skills Funding Agency (ESFA) remains responsible for funding learners resident in non-devolved areas. For those learners, we will continue to consider how we can most effectively support learners. Government funding is intended to deliver 570 or 1140 hours a year, over no fewer than 38 weeks of the year of free, high quality, flexible childcare for eligible 2, 3 and 4 year olds. This equates to 15 or 30 hours a week for 38 weeks of the year to mirror school terms.</p><p>All the free entitlements can be “stretched” by taking fewer hours per week over up to 52 weeks of the year to cover term-time and the school holidays and free places can also be delivered at weekends (for example, 23 hours a week for 48 weeks of the year). 	answer	answer is ministerial correction date of answer 21/10/2019 answer text <p>Local Government plays a vital role in preparing the country to be fully ready for the UK to exit the EU on 31 October 2019.</p><p>The Department has stepped up their preparedness significantly and speaks regularly to councils and partners, including through the Local Government Brexit Delivery Board and a network of nine regional chief executives. The Ministry of Housing, Communities and Local Government leads this engagement.</p><p>Every council has designated a Brexit Lead Officer to work with central Government to intensify their local preparations and, in total, the Department has made £77 million available to help local areas get ready for the UK to exit the EU.</p><p>Whilst the Department has not had any meetings with St Helens Council regarding preparations for the UK exiting the EU, the Department has issued advice to local authorities’ children’s services on how to prepare for the UK to exit the EU.
