star this property answer text <p>The Student Loans Company (SLC) classes applicants who do not meet the residency criteria as ineligible and their application does not proceed any further. This activity is not automatically captured within the SLC systems, and it is not possible therefore, to provide an estimate of the numbers of students rejected for this reason.</p><p>Government funding is available only for applicants who have been here lawfully for a defined period, in order to target the limited funding available at those who have a recent, substantial connection to the United Kingdom.</p><p>It is open to students to seek an independent assessment of a decision made by Student Finance England if they consider that the regulations have not been applied correctly.</p><p> </p> more like this

star this property answer text <p>The government is providing laptops and tablets to vulnerable and disadvantaged children who would otherwise not have access and are preparing for examinations in year 10, receiving support from a social worker, including pre-school children, or are a care leaver. The government is also providing over 50,000 4G wireless routers to care leavers, children with a social worker at secondary school and disadvantaged children in year 10 who do not have internet connections.</p><p>The department has also partnered with BT to give 10,000 young people free access to BT WiFi hotspots, who do not have access to good internet by other means.</p><p>Local authorities and academy trusts are best placed to identify and distribute the laptops and tablets to children and young people who need devices. The Department invited local authorities to order devices for the most vulnerable children first - children with a social worker and care leavers.</p><p>Devices are being delivered to local authorities daily and will continue to be distributed throughout June as planned.</p>

Attendance may not be appropriate for some children, including because of health considerations for them and their family. star this property answer text <p>In October 2018, 1,205,000 pupils in England were eligible and claiming free school meals, which is 14.7% of all pupils in state-funded schools. The department plans to publish the information relating to October 2020 in due course.</p><p>Where pupils become newly entitled to free school meals, local authorities and schools are able to quickly verify their eligibility using the department’s electronic Eligibility Checking System to ensure that this vital support is available immediately.</p><p>We have introduced a number of immediate measures, including the launch of the National Voucher Scheme, to ensure that children who usually receive benefits-related free school meals still had access to this support during the period that schools were previously restricted from opening to the majority of pupils. Schools received, and continue to receive, their funding for free school meals as normal.</p><p>Building on the significant support given to the most vulnerable during the COVID-19 outbreak, a new £170 million Covid Winter Grant Scheme has been launched by the Department for Work and Pensions, and will be run by councils in England. The devices have been allocated to local authorities and academy trusts based on the department’s estimates of the number of disadvantaged and vulnerable children that do not have access to a device. Where local authorities and academy trusts have identified a need greater than their initial allocation, the department has been working with them to provide additional devices.</p><p> </p><p>In May, the department invited local authorities to order devices for the most vulnerable children first. Earlier this month, the department started inviting academy trusts and local authorities to order their devices for disadvantaged year 10 pupils. Thousands of devices continue to be delivered each day. Laptops and tablets will continue to be ordered and delivered throughout June.</p><p> </p>

star this property answer text <p>The new subjects of relationships education (for primary age pupils), relationships and sex education (for secondary age pupils) and health education (for all pupils in state-funded schools) will become compulsory in September 2020. Many schools are already teaching aspects of these subjects as part of their sex and relationship education provision or personal, social, health and economic education programme. Schools have flexibility to determine how to deliver the new content in the context of a broad and balanced curriculum.</p><p>The department is committed to supporting teachers to teach the new subjects with confidence, and to a high quality which is why we are developing a central programme of support for schools for these subjects, which will be available to all teachers from spring 2020.</p><p>Our programme of support will offer opportunities for teachers to improve subject knowledge, build confidence and access classroom resources. We will ensure that all of the department’s materials supporting implementation of the new subjects are inclusive, and recognise fully the need to disseminate the good practice in teaching about lesbian, gay, bisexual and transgender relationships that is seen in large numbers of our schools as well as the importance of reflecting the needs of pupils with a special educational need or disability when planning the curriculum for these subjects. Our budget this year of up to £6 million for implementing the new subjects will ensure that this support for teachers will be accessed through a new online service and will include an implementation guide. This will accompany the statutory guidance, case studies from other schools, access to quality assured resources and innovative materials to support staff training.</p><p>Training for teachers will also be available through existing regional networks, and we are working with expert organisations, schools and teachers to develop this package. The department is also working with ‘early adopter schools’, some of whom have chosen to start teaching some or all of the new content early, in order to support their journey, learn lessons and share good practice. Last year we held 4 national conferences for those schools who are ‘early adopter schools’.</p><p> </p>

star this property answer text <p>The government is committed to supporting local authorities and their partners to ensure children with special educational needs and disabilities (SEND) continue their education during the COVID-19 outbreak.</p><p>We have published a range of guidance for education settings, local authorities, health commissioning bodies and families, and are monitoring the effectiveness of measures through:</p><ul><li>carrying out briefings with all local authorities through regional events, setting out the government expectations regarding meeting the needs of children and young people with SEND (these briefings were also attended by a number of parent and carer representatives and health bodies);</li><li>undertaking structured conversations with SEND leaders in all local authorities to probe the detail of their response to the measures in the guidance;</li><li>drawing on wider feedback from our team of professional SEND advisers, delivery support partners and a range of stakeholders, including representative bodies for local authorities and parents of children with SEND, and several specialist SEND organisations; and</li><li>through Regional Education and Children’s Teams, the department is bringing together up-to-date intelligence to provide ongoing support to local authorities to deliver their responsibilities, working with Ofsted to bring all support into one coherent offer to best support them in their response to the COVID-19 outbreak.</li></ul><p>We will continue to work with education settings, local authorities, health commissioning bodies and a range of stakeholders to keep the effectiveness of measures in our guidance under close review.</p>
