is the individualised learner record (ILR). Apprenticeship starts include all funded
and unfunded learners reported on the ILR.</p><p>3. Numbers are a count of the number
of starts at any point during the period. Learners starting more than one apprenticeship
will appear more than once.</p><p>4. Numbers are counted for the full, final academic
