star this property answer text <p>The Department for Education (DfE) is committed to delivering a sustainable government estate and reducing its carbon footprint.</p><p>The Equality and Human Rights Commission (EHRC) was funded by DfE as the sponsor department for the period of 2015 to 2016 and for the period of 2017 to 2018. The EHRC’s spending on electricity and natural gas is not readily available and could only be obtained at disproportionate cost.</p><p>The information requested for DfE, Ofqual and Ofsted is in the attached table in Annex A. The figure for DfE includes all of its agencies and non-departmental bodies and has been adjusted to exclude Ofsted. star this property answer text <p>Following our reforms to apprenticeships, we are making significant reforms to technical education, the centrepiece being the introduction of T levels - a high quality and rigorous technical alternative to academic education. T levels will be two-year classroom-based technical training programmes for 16 to 19 year olds, which include a technical qualification, work placement, English and maths and any other components required by employers. The first teaching of T levels will begin in September 2020 with all routes available from September 2022. We will be investing up to an additional £500 million a year on T levels once fully rolled out.</p><p>This builds on our reforms to apprenticeships, making them longer, better, with more off-the-job training and proper assessment at the end. We are also encouraging employers to take on younger apprentices aged 16 to 18, through incentives to employers and training providers. We have also introduced a new careers strategy which sets out how we will go further to make sure that young people can talk regularly to employers and training providers while they are still at school. This includes a new law, requiring all maintained schools and academies to make sure that there is an opportunity for a range of providers to talk to pupils from years 8 to 13 about approved technical education qualifications or apprenticeships, so that they are aware of the different options.</p>

star this property answer text <p>The 16 to 19 funding arrangements for school and college places include an element of disadvantage funding. This element of the funding is for providers to attract, retain and support disadvantaged students and to support students with special educational needs and disabilities. Disadvantage funding is provided to institutions for students with low prior attainment or for students who live in the most disadvantaged areas. For the 2018/19 academic year, we have allocated approximately £510 million to institutions for 16 to 19 year olds to provide extra support for students from disadvantaged areas.</p><p>The department also provides financial support for 16 to 19 year olds who are economically disadvantaged to help with costs associated with staying in post-16 education such as travel and course equipment. The 16-19 Bursary Fund is the main programme, but there is also residential and childcare support available. These programmes aim to enable 16 to 19 year olds to participate in education whatever their financial situation.</p><p>For those aged 19 and above, the Adult Education Budget provides financial support to help adult learners to overcome barriers that prevent them from taking part in learning. Through learner support, colleges and training providers have the discretion and flexibility to help learners meet costs such as travel, books, equipment and childcare. In addition, learning support, such as equipment, an interpreter or support worker, is available to meet the needs of learners with learning difficulties or disabilities. If the cost of support exceeds the fixed monthly rate that providers can claim or if the cost of support exceeds £19,000 per learner per year, providers can apply for exceptional learning support.</p>

star this property answer text <p>The Education and Skills Funding Agency (ESFA) continues to liaise with the local authority and regional schools commissioner team to monitor improvements in key stage 4 provision in the borough and identify local need. The ESFA also meets regularly with SK College Group to discuss the college’s offer of A level provision at their Knowsley campus. For 2018/19 academic year the college made 68 offers to study academic A levels at its Knowsley campus. Twelve learners progressed to enrol and attend at the college. However, due to low numbers it was financially unviable to deliver at the Knowsley Campus, so the learners access A Level provision on the St Helens Campus via bespoke transport.</p><p>For 2019 the college has committed to continue to promote the development of A level provision at the Knowsley campus and this is being marketed in their prospectus for 2019/20. They now have in place specific branding alongside targeted promotional activities including: a 2019 school leaver prospectus distributed to all local schools, supermarkets, convenience shops, community centres, and libraries; an A level advert in the college adult course guide in December which is distributed to 65,000 local homes across Knowsley and surrounding Liverpool areas; digital ad vans promoting the A level offer prior to college open evenings; and planned and targeted social media campaigns, local press promotions and railing banners. Furthermore, there are specific A level events for local school career advisers and school liaison teams are working directly in feeder borough schools to promote the A level offer.</p>

star this property answer text <p>There are currently 38 colleges that are subject to a notice to improve for financial health.</p><p>The published response to the insolvency consultation stated that, using data and assumptions available at that time, over the first ten years of the insolvency policy (commences April 2019), an additional 63 colleges could meet the current triggers for a notice.</p><p>The Education and Skills Funding Agency (ESFA) has published an Early Intervention and Prevention strategy, which is available at the following link: <a href="https://www.gov.uk/government/publications/college-funding-early-intervention-and-prevention/early-intervention-strategy" target="_blank">https://www.gov.uk/government/publications/college-funding-early-intervention-and-prevention/early-intervention-strategy</a>. This strategy outlines how the ESFA works with colleges where data shows that they could be at risk of failure.</p><p>In addition, the ESFA is improving and increasing the financial information that it requests from colleges, which will be analysed by integrated expert teams, and is developing a strengthened approach to intervention and prevention approaches in advance of financial crisis.</p><p>The department is also updating improved guidance for college governors, due later this month, to highlight governors’ fiduciary duties. They are in the process of appointing National Leaders of Governance to deliver sector-led support (alongside the National Leaders of Further Education). The Further Education Commissioner’s team has also expanded coverage of ‘diagnostic visits’ to colleges, which also highlight potential issues in advance of crisis, and offer recommendations for support and improvement.</p><p> </p>

star this property answer text <p>On 9 April 2018, the Home Office published a new ‘Serious Violence Strategy’, available in the Libraries of both Houses, including 61 recommendations spanning cross government departments to take action to address serious violence, and in particular, the recent increases in knife crime, gun crime and homicide. The strategy puts a stronger emphasis on steering young people away from violence, helping them to change their behaviour and actions before they reach the stage where they are at risk of entering the criminal justice system.</p><p>The Department for Education is making relationships education compulsory in all primary schools, relationships and sex education compulsory in all secondary schools and health education compulsory in all state-funded schools. Under the new reforms, the draft guidance, attached, sets out that pupils should develop positive, respectful relationships, including with their peers; and that violence is never acceptable. The draft guidance also covers awareness of violence and exploitation by gangs, as well as criminal exploitation, for example through gang involvement or ‘county lines’ drugs operations.</p><p> </p><p>Citizenship education also helps to provide pupils with knowledge, skills and understanding to prepare them to play a full and active part in society – including an understanding of the role of law and the justice system in our society and how laws are shaped and enforced.</p><p> </p><p>In addition, the ‘Keeping Children Safe in Education’ statutory guidance, attached, sets out the legal duties that all schools must have regard to when carrying out their duties to safeguard and promote the welfare of children.</p>

star this property answer text <p>The latest figures show that the number of children who were placed outside the boundary of the local authority responsible for their safety and wellbeing at the 31 March 2018 was 30,670, or 41% of all looked-after children. These figures were published in table A5 of the statistical release ‘Children looked after in England including adoption: 2017 to 2018’ at: <a href="https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2017-to-2018" target="_blank">https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2017-to-2018</a>.</p><p>The department does not collect information on the distance in miles between the placement of a child and the boundary edge of the local authority. The department does collect, however, two separate pieces of information in relation to placement location; the distance the child is placed away from their home postcode and whether the placement is located inside or outside their responsible local authority. The number of looked-after children placed outside their local authority boundary and more than 50 miles from their home was 5,380 (or 7% of all looked-after children) at 31 March 2018. There were 2,080 children (or 3% of all looked-after children) placed more than 100 miles from their home and outside their local authority boundary. These figures exclude children where the distance of the placement is unknown.</p><p>We want to reduce out of area placements, but they will always be part of the care landscape. Sometimes local authorities have to identify a placement outside of the child’s local area to disrupt gang violence, trafficking or sexual exploitation or where specialist provision is needed.</p><p>In recent years government has also increasingly asked local authorities to consider boarding as an option for looked-after children if it may be suitable for them and in some instances this may mean children are placed outside of their local authority area.</p>
