star this property answer text <p>Open and robust debate is how students should challenge those they disagree with. There is no place for students that use intimidation or violence to attempt to shut down the free and open exchange of ideas.</p><p>Universities have a legal duty to secure freedom of speech for their members, students, employees and visiting speakers, and must have clearly set out policies for how they will ensure that this can happen. Universities also have a clear responsibility to provide a safe and inclusive environment and no staff or student should ever feel threatened or intimidated. It is also essential that they have clear policies and procedures to ensure that all students and staff can live and work without discrimination, intimidation or harassment. We expect universities to demonstrate how they will act swiftly to investigate and address hate crime, including anti-Semitic related incidents, reported to them.</p><p>We have asked the Higher Education Funding Council for England (HEFCE), in their role as regulator, to engage with University College London (UCL) to ensure that their policies and procedures for events with external speakers are fit for purpose and were implemented appropriately in this instance. UCL have issued a statement on 11 November 2016 regarding the incident, which sets out that they have launched an immediate investigation.</p><p>In September 2015 we asked Universities UK (UUK) to set up a Harassment Taskforce. The Taskforce has recently published a report which sets out that universities should adopt a zero-tolerance approach to harassment and hate crime. The report has been attached to this answer. We must now ensure that the work of the Taskforce goes on to make a real difference to students across the country. The Minister of State for Universities, Science, Research and Innovation has asked UUK to survey progress in six months and make sure universities are doing all they can to protect the safety and security of their students. We hope that the new guidelines for universities issued alongside the UUK Taskforce report will help universities in effectively tackling incidents such as these.</p>

star this property answer text <p>The EPI report fails to recognise the fact that the government’s proposals are about creating more good school places for more parents in more parts of the country by giving them more choice. Our proposals to expand the number of good school places available to parents will help more young people have the chance to go as far as their talents will take them.</p><p>Faith schools are among the highest performing schools in the country, with more primary and secondary faith schools judged good or outstanding than their non-faith counterparts[1]. Faith schools are popular with parents and the removal of the 50% faith cap will enable the establishment of even more good schools.</p><p> </p><p>[1]<em>Ofsted official statistics: Maintained schools and academies inspections and outcomes as at 31 March 2016</em> shows faith schools are more likely to be <em>good</em> or <em>outstanding</em> as compared to non-faith schools (89% as compared to 86% at primary; 81% as compared to 75% at secondary).</p><p> </p>

star this property answer text <p>The Government condemns antisemitism wherever it occurs, including on university campuses. Universities and student societies need to be robust in tackling these kinds of issues. Universities are autonomous and have processes for dealing with concerns and complaints where they are raised, unless there are regulatory issues to be addressed.</p><p>The Higher Education Funding Council for England (HEFCE) holds ongoing discussions (both formal and informal) with institutions, including the University of Oxford, on a regular basis. As the regulator, HEFCE has established procedures for following on up concerns raised about universities. No concerns have been raised with HEFCE about the implementation by the University of Oxford of its policies and procedures on this issue.</p> more like this

star this property answer text <p>We received responses to the Call for Evidence from 30 universities, out of a total of 44 responses from higher education providers. Of these 30 university respondents, 25 (83%) said they take students who transferred to their institution from other providers.</p><p>Publishing a list of those universities who responded to our recent Call for Evidence and details of their responses would risk damaging our relationships with them, as we would be releasing information directly related to them and their operations. This would not be in the public interest as it could potentially limit our capability to gather evidence from these institutions in the future.</p> more like this

Some consultancy advice has been sought on specific areas to support the implementation of the Bill, including the provision of expert HR advice to support the ministerial appointments and advice on the IT requirements for the new Office for Students. Advice was also commissioned from Deloitte to undertake preliminary organisational design work ahead of the establishment of UK Research and Innovation (UKRI).</p> more like this

star this property answer text <p>The policy work that underpinned the reforms introduced by the Higher Education and Research Bill (HER Bill) was largely undertaken by civil servants and drew on previous published material including, for example, the Gaskell Review that was prepared for Universities UK. This material was referenced in the Green Paper published in October 2015 and again in the White Paper in May 2016 that preceded the introduction of the HER Bill.</p><p>BEIS commissioned Deloitte to undertake preliminary organisational design work ahead of the establishment of UK Research and Innovation (UKRI), working with BEIS, the UKRI Interim Chair and senior leaders from the existing Partner Organisations which will form UKRI. The brief was to set out high level organisation design principles, assumptions and options for UKRI consistent with the framework set out by the White Paper and the HER Bill. The work was completed in October 2016 as preliminary specialist advice for BEIS officials and ministers to inform further organisational design work being carried out within BEIS and hence it is not planned to publish the commissioned report.</p>

star this property answer text <p>Schools are free to judge whether pupils should be taught about the Commonwealth. The national curriculum for citizenship education, introduced in September 2014, requires pupils to be taught about local, regional and international governance and the United Kingdom’s relations with the rest of Europe, the Commonwealth, the United Nations and the wider world.</p><p> </p><p>There are also a number of opportunities in the history programmes of study for pupils to be taught about the Commonwealth. For example pupils are taught about British history from 1745 to 1901. This includes the development of The Empire, and they are taught a topic on the end of The Empire and Britain’s place in the world since 1945.</p> more like this
