As part of the government response to the Taylor review, we have committed to publish the guidance in due course. We are aware of the need to deliver a national policy that is effective and delivers the cultural change in adult skills that is needed. That is why the National Retraining Scheme is being driven by a key partnership between the CBI, Trade Union Congress and government who are working together to develop a national policy that will genuinely make a difference.</p><p>We have also recently published findings from our Employer Skills Survey, which interviewed over 87,000 employers about their skills needs and challenges: <a href="https://www.gov.uk/government/publications/employer-skills-survey-2017-uk-report" target="_blank">https://www.gov.uk/government/publications/employer-skills-survey-2017-uk-report</a>. However, the number of students entering each subject can be provided as a proxy, and this data is available at institutional level from 2011/12. Between 2011/12 and 2016/17, there have been 99 sixth form colleges that were open for at least one year. The attached table gives the number of pupils entering each subject at each institution for each year.</p><p>Some sixth form colleges were not always open, have since closed, or have converted to academies (these are denoted as ‘-’ in the figures). Having zero entries into a subject does not necessarily mean that the subject was not offered by the sixth form in that year - it could be the case that no students chose to enter it or if they did, they sat no exams in that particular year. Friend, the Secretary of State, or other ministers, and the Chief Inspector of Ofsted on the financial sustainability of the further education sector.</p><p>We have been working to improve the financial resilience of the further education sector. We have already invested over £330 million to support college restructuring following the area review process. That is why we will be participating in the next round of The Organisation for Economic Co-operation and Development’s second Survey of Adult Skills in 2021 – an international research project that will provide invaluable information about the performance of our national skills system and how it compares internationally. Data will be collected in 2021-22 with publication of the results in 2023. As a result, the department is not currently planning to conduct a further Skills for Life Survey (which was last carried out in 2011).</p><p>The Survey of Adult Skills has very similar coverage to Skills for Life in terms of age (16 – 65), and is a direct measure of adults’ core skills in literacy, numeracy and information and communications technology, triangulated with their qualifications, employment and use of skills both within and outside of work. That is why we provide full funding for adult learners in England to secure English qualifications from entry level to level 2.</p><p>To raise standards of adult literacy, we are reforming English Functional Skills qualifications, which are accessed primarily by adults.
