	answer	answer is ministerial correction date of answer 09/10/2018 answer text <p>Higher education institutions (HEIs) are independent and have autonomy over which courses to deliver (such as Youth Work courses). It is the government’s role to help ensure that the higher education (HE) sector as a whole is responsive to, and able to, deliver demand for HE provision.</p><p>Whilst we do not hold accurate course figures, first degree entrants into Youth Work studies at UK HEIs have decreased by 26% between the period 2013 to 2014 and the period 2016 to 2017.</p><p>Through our regulatory reforms, we have established the Office for Students (OfS). This is a new regulator for the HE sector, and it has student choice at the heart of its agenda. OfS has introduced tools like the Teaching Excellence and Students Outcomes Framework and Longitudinal Education Outcomes data. These tools will put more information into the hands of prospective students. The strategy sets out a long term plan to build a world class careers system that will help young people and adults choose the career that’s right for them.</p><p> </p><p>All secondary schools will be expected to provide pupils with at least one meaningful interaction with businesses every year. To help schools do this, The Careers &amp; Enterprise Company will expand their network of Enterprise Advisers – senior volunteers from business – so that by 2020 all secondary schools and colleges have access to an Enterprise Adviser.</p><p>To target more support on those who need it most, including those from deprived communities, The Careers &amp; Enterprise Company will launch a new investment fund of £5 million. This will help disadvantaged pupils to get the additional support they need to prepare for work, including opportunities for mentoring and guidance.</p><p> </p><p>The Careers &amp; Enterprise Company will also triple the number of cornerstone employers to over 150 in the next two years. These cornerstone employers have made clear commitments to working with schools and colleges, including in Opportunity Areas. Responsibility was devolved to schools in 2012, when they were given a legal duty to secure independent careers guidance for years 8-13 pupils. Statutory guidance underpins this duty and makes clear that schools should offer work placements, work experience and other employer-based activities as part of their careers programme.</p><p> </p><p>The Government has established The Careers &amp; Enterprise Company to improve opportunities for young people to learn about the world of work. There are now 2,019 Enterprise Advisers appointed in the Company’s Enterprise Adviser Network, connecting with just under 2,000 schools and colleges to improve young people’s, careers and enterprise strategies and engagement with employers.</p><p> </p><p>Local councils continue to play an important role in supporting young people to participate in education or training. They ensure that 16 and 17 year olds have agreed post-16 plans and have received an offer of a suitable place in post-16 education or training under the ‘September Guarantee’, and that they are assisted to take up a place. Schools work closely with local councils to identify those at risk of not participating post-16.</p><p> </p><p>We will publish a careers strategy this year, with a clear focus on social mobility. This is on top of the £20 million in 2015-16 announced for careers in the 2014 Autumn Statement.</p><p>This £70 million will be spent over the next four years to 2020. We have not yet finalised how much will be spent each year or how it will be allocated but can confirm that there will be continued funding for the Careers and Enterprise Company (CEC) to continue its excellent work. We anticipate that this will include funding to support the Enterprise Adviser Network, the Careers and Enterprise Fund, the Enterprise Passport, the CEC’s research programme and its wider activity to bring schools, colleges, business, and careers and enterprise organisations closer together, and to deliver the new mentoring campaign announced by the Prime Minister on 11 January 2016. That is why we are investing money into improving skills provision and giving young people real choice, including an additional £500 million per year investment in England’s technical education system.</p><p> </p><p>We want to improve the quality and coverage of careers advice for young people in schools and colleges. We will set out our plans in a comprehensive careers strategy later this year.</p><p> </p><p>We set up the Careers &amp; Enterprise Company (CEC) in 2014 to connect employers with schools and colleges and improve opportunities for young people to learn about work. The CEC has made good progress in delivering its programmes. Many 16 and 17 year olds are enrolled in other forms of education that are not classified as full-time.
