star this property answer text <p>Higher education institutions (HEIs) are independent and have autonomy over which courses to deliver (such as Youth Work courses). It is the government’s role to help ensure that the higher education (HE) sector as a whole is responsive to, and able to, deliver demand for HE provision.</p><p>Whilst we do not hold accurate course figures, first degree entrants into Youth Work studies at UK HEIs have decreased by 26% between the period 2013 to 2014 and the period 2016 to 2017.</p><p>Through our regulatory reforms, we have established the Office for Students (OfS). This is a new regulator for the HE sector, and it has student choice at the heart of its agenda. OfS has introduced tools like the Teaching Excellence and Students Outcomes Framework and Longitudinal Education Outcomes data. These tools will put more information into the hands of prospective students. They will also allow students to better understand which course is right for them and the outcomes delivered by various courses at different institutions.</p><p> </p>

star this property answer text <p>Government published the ‘Careers Strategy: making the most of everyone’s skills and talents’ on 4 December 2017. The strategy sets out a long term plan to build a world class careers system that will help young people and adults choose the career that’s right for them.</p><p> </p><p>All secondary schools will be expected to provide pupils with at least one meaningful interaction with businesses every year. To help schools do this, The Careers &amp; Enterprise Company will expand their network of Enterprise Advisers – senior volunteers from business – so that by 2020 all secondary schools and colleges have access to an Enterprise Adviser.</p><p>To target more support on those who need it most, including those from deprived communities, The Careers &amp; Enterprise Company will launch a new investment fund of £5 million. This will help disadvantaged pupils to get the additional support they need to prepare for work, including opportunities for mentoring and guidance.</p><p> </p><p>The Careers &amp; Enterprise Company will also triple the number of cornerstone employers to over 150 in the next two years. These cornerstone employers have made clear commitments to working with schools and colleges, including in Opportunity Areas. Through their business networks and supply chains, they are encouraging more businesses to get involved by becoming Enterprise Advisers or offering employer encounters.</p>

star this property answer text <p>Local authorities do not have direct responsibility for providing careers advice and work experience to young people. Responsibility was devolved to schools in 2012, when they were given a legal duty to secure independent careers guidance for years 8-13 pupils. Statutory guidance underpins this duty and makes clear that schools should offer work placements, work experience and other employer-based activities as part of their careers programme.</p><p> </p><p>The Government has established The Careers &amp; Enterprise Company to improve opportunities for young people to learn about the world of work. There are now 2,019 Enterprise Advisers appointed in the Company’s Enterprise Adviser Network, connecting with just under 2,000 schools and colleges to improve young people’s, careers and enterprise strategies and engagement with employers.</p><p> </p><p>Local councils continue to play an important role in supporting young people to participate in education or training. They ensure that 16 and 17 year olds have agreed post-16 plans and have received an offer of a suitable place in post-16 education or training under the ‘September Guarantee’, and that they are assisted to take up a place. Schools work closely with local councils to identify those at risk of not participating post-16.</p><p> </p><p>We will publish a careers strategy this year, with a clear focus on social mobility. We have worked with a number of external partners, including the Local Government Association, to examine best practice and develop proposals to improve the quality and coverage of careers guidance.</p>

star this property answer text <p>Following the Raising Participation Age legislation introduced in 2013-14 in England, young people are now required to stay in education or training until at least their 18th birthday.</p><p>The attached table shows the latest official participation figures for 16 and 17 year olds who are not in full-time education in England. Many 16 and 17 year olds are enrolled in other forms of education that are not classified as full-time. The number of 16 and 17 year olds who are not in education or training is also included and this shows those not in any education and training (those not in full or part-time education, on an apprenticeship or in employer-funded training).</p>1.0.0.20 more like this

star this property answer text <p>The latest estimates for young people aged 16 to 24 who are not in education, employment or training (NEET) in England and the English regions, based on 2018 quarterly Labour Force Survey (LFS) data, will be published on 28 February 2019 by the department as part of the series and can be accessed at the following link: <a href="https://www.gov.uk/government/collections/statistics-neet" target="_blank">https://www.gov.uk/government/collections/statistics-neet</a>.</p><p>However, due to sample size limitations in the LFS data, it is not possible to produce reliable estimates for local authority level geographies.</p><p>For young people aged 16 to 17, local authorities are required to monitor the extent to which young people are meeting their duty to participate in education or training through the department’s National Client Caseload Information System (NCCIS). Local authority level NEET estimates for England are published annually as transparency data from NCCIS and can be accessed at the following link: <a href="https://www.gov.uk/government/publications/neet-and-participation-local-authority-figures" target="_blank">https://www.gov.uk/government/publications/neet-and-participation-local-authority-figures</a>. However, these estimates should be used with caution as the headline NEET measure includes people whose activities are not known in order to incentivise local authorities to track all young people.</p><p> </p>

star this property answer text <p>Figures for the number of people aged 16-19 not in employment, education or training (NEET) are not available at unitary authority or constituency level.</p><p>The Department for Education’s definitive estimates for young people aged 16-18 NEET in England are published in the National Statistics release ‘Participation in education, training and employment’. This can be found here <a href="https://www.gov.uk/government/collections/statistics-neet" target="_blank">https://www.gov.uk/government/collections/statistics-neet</a>. These estimates cannot be disaggregated to lower level geographies.</p><p>The Department for Education also publishes estimates for England and the English regions based on quarterly Labour Force Survey (LFS) data. However, due to sample size limitations in the LFS data, it is not possible to produce reliable estimates at unitary authority or constituency level.</p><p>Local authority level NEET estimates for England are published annually as transparency data from the department’s National Client Caseload Information System (NCCIS). For young people aged 16-17, local authorities are required to monitor the extent to which they are meeting their duty to participate in education or training through the NCCIS and figures for 2016/17 and 2017/18 are provided in the table attached. Prior to 2016/17, young people aged 18 were also tracked by local authorities and figures for 2013/14 to 2015/16 are also provided in the table attached.</p><p>It should also be noted that there is a break in the time series as figures prior to 2016/17 had an adjustment applied to the NEET figures to include those whose activity was not known who were likely to be NEET. It also shows the percentage of students who do not sustain their activity and can be used as an approximation for numbers NEET. Time series data by local authority and parliamentary constituency covering destination years 2010/11 to 2016/17 is available as part of the additional and underlying data from the statistics page.</p>

star this property answer text <p>Data on whether students were not in education, employment, or training 12 months after leaving school is not held centrally. The department publishes statistics on destinations of students in the year after they finish key stage 4 or 16-18 study. Destination measures show the percentage of students with sustained participation in education or employment over six months following the end of their phase of study.</p><p>The table attached shows the percentage of students who did not sustain their employment or education destination throughout the six-month period in (a) Ashfield local authority district, (b) Nottinghamshire and (c) England after completing key stage 4 16-18 study (having studied A levels or other advanced level qualifications).</p><p>Information on pupil destinations is published annually on GOV.UK at: <a href="https://www.gov.uk/government/collections/statistics-destinations" target="_blank">https://www.gov.uk/government/collections/statistics-destinations</a>.</p><p>The department also publishes an estimate of the number and proportion of young people not in education, employment or training (NEET) in each local authority based on information submitted by local authorities about young people’s participation in education or training in their area. They are an average for November to January each year.
