star this property answer text <p>Higher education (HE) providers must comply with the statutory Prevent duty to have 'due regard to the need to prevent people from being drawn into terrorism'. The statutory Prevent duty can be found here: <a href="https://www.gov.uk/government/publications/prevent-duty-guidance/prevent-duty-guidance-for-england-and-wales-accessible" target="_blank">https://www.gov.uk/government/publications/prevent-duty-guidance/prevent-duty-guidance-for-england-and-wales-accessible</a>.</p><p> </p><p>HE providers should have effective policies and procedures in place to safeguard individuals susceptible to radicalisation. This includes assessing the risk of learners becoming terrorists or supporting terrorism. The Office for Students has delegated responsibility from the Secretary of State for Education for monitoring compliance of the Prevent duty in Registered HE Bodies.</p><p> </p><p>The department has a team of Prevent Regional Education Co-ordinators who work directly with HE institutions in England to provide advice, support and training to ensure providers are well equipped to prevent people from being drawn into or supporting terrorism. Further guidance, including bespoke training material for HE providers, can be found on GOV.UK.</p><p> </p><p>In the 'Independent Review of Prevent: One year on' progress report, the department announced that it is committed to publishing research on the implementation of the Prevent duty in HE, and guidance for universities on managing external speakers on campus. By September 2025, when the new entitlements are fully rolled out, working families will on average save £6,900 with 30 hours free childcare from when their child is 9 months old until they start school.</p><p> </p><p>The roll out has already been successful, with the government exceeding its targets for the April roll out of the first 15 hours for two year olds. As the Minister for Children, Families and Wellbeing set out in a statement to the house yesterday, and as acknowledged by the National Audit Office report, parents of over 195,000 two year olds are now benefitting from this government’s new and historic childcare offer.</p><p> </p> more like this

The department estimates that there are around 285,000 two year olds eligible for 15 hours of childcare support.</p><p> </p><p>As per my statement on 23 April, more than 200,000 are already benefitting from the first stage of the expansion. The department will be publishing data by local authorities in due course.</p> more like this

The department firmly believes that, until the Advanced British Standard (ABS) is introduced, A Levels and T Levels are the best route at Level 3 to achieving those outcomes. A Levels are world class qualifications that provide the best preparation for higher education in most academic subject areas, including the social sciences.</p><p> </p><p>The government’s view is that A Levels should be the academic qualifications of choice at Level 3. This is based on evidence about progression and attainment for students who study A Levels compared to those who study other academic qualifications at Level 3. Students who study A Levels tend to both do better and have higher completion rates at university than students who studied other qualifications, even when taking into account background characteristics.</p><p> </p><p>An impact assessment was undertaken to consider the post-16 reforms at Level 3 as a whole, which can be read here: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1091841/Revised_Review_of_post-16_qualifications_at_level_3_in_England_impact_assessment.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1091841/Revised_Review_of_post-16_qualifications_at_level_3_in_England_impact_assessment.pdf</a>.</p><p> </p><p>The study of criminology at Level 3 is not generally an entry requirement for criminology and other related degree courses. Therefore, removal of funding from technical qualifications overlapping with T Levels is continuing as planned. The technical parts of the ABS are much closer to the T Level than any other qualification, meaning that T Levels will be the most future proof qualification for students at 16 to 19.</p><p> </p><p>As the department reforms applied general qualifications, it will be up to colleges to decide what they offer to ensure that students have access to a wide range of publicly funded qualifications. As education is a devolved matter, the devolved administrations may take a different approach to post-16 education.</p>

Students wishing to progress into other careers in criminal justice and national security, such as legal, policing or prison and probation services, could also undertake other A Levels such as law, combined with small alternative academic qualifications in approved subjects such as uniformed protective services.</p><p> </p><p>Development of the ABS is a decade long reform programme. Therefore, removal of funding from technical qualifications overlapping with T Levels is continuing as planned. The technical parts of the ABS are much closer to the T Level than any other qualification, meaning that T Levels will be the most future proof qualification for students at 16 to 19.</p><p> </p><p>As the department reforms applied general qualifications, it will be up to colleges to decide what they offer to ensure that students have access to a wide range of publicly funded qualifications. As education is a devolved matter, the devolved administrations may take a different approach to post-16 education.</p>

Teachers will use their professional judgement as to how and when such opportunities are created.</p><p>On 10 February 2017, the department announced an update to the content for the GCSE in drama and the A level in drama and theatre studies to specify that all pupils will now have the entitlement to experience live theatre, reaffirming the government’s commitment to providing pupils with an enriching arts education.</p><p>A parent’s income should not be a barrier to a pupil participating in a school trip. Schools may not charge for school trips that take place during school hours, or which take place outside school hours but are part of the National Curriculum, part of religious education, or part of the syllabus for a public exam that the pupil is being prepared for at the school. Parents can be asked for contributions towards the cost of a trip, but schools must make clear that contributions are voluntary. The published advice, ‘Charging for School Activities’, is clear that no pupil should be excluded from an activity simply because their parents are unwilling or unable to pay. star this property answer text <p>The right to freedom of speech, freedom of expression and academic freedom in higher education (HE) is one this government takes very seriously, and one that it has legislated to further protect.</p><p> </p><p>Universities should be places where academics, students and visiting speakers can express a diverse range of views without fear of repercussion. The Higher Education (Freedom of Speech) Act received Royal Assent on 11 May 2023 and is now an Act of Parliament. The main provisions in the Act will come into force on 1 August 2024.</p><p> </p><p>The Act will strengthen HE providers’ duties to secure freedom of speech and will create a new duty to promote the importance of freedom of speech. The Act will also extend the duties to secure freedom of speech to students’ unions and will establish new routes of redress if the duties are breached.</p><p> </p><p>It is important to note that the Act only covers speech that is within the law. The right to freedom of speech is not an absolute right and it does not include the right to harass others or incite them to violence or terrorism. Encouraging terrorism and inviting support for a proscribed terrorist organisation are criminal offences, and HE providers should not provide a platform for these offences to be committed. In addition, providers should be very clear that any antisemitic abuse or harassment will not be tolerated.</p>

No payments are made by the department to Bedfordshire Schools Trust Ltd in relation to the Mid Bedfordshire Upper Schools PFI contract. The department has paid PFI RSG funding of £1,886,314 for each of the last ten years from 2014/15 to 2023/24 to Central Bedfordshire Council. All payments under Mid Bedfordshire Schools PFI Project to Bedfordshire Schools Trust Ltd are made by Central Bedfordshire Council.</p><p>The department supports local authorities that entered schools PFI contracts by providing Revenue Support Grant funding for the term of the PFI contract, which is normally 25 years. Central Bedfordshire Council, as the contracting party to Mid Bedfordshire Upper Schools Project PFI agreement, combines RSG grant funding from the department, plus additional funds from their own resources, to pay the PFI unitary charge to the contractor. The schools within each PFI contract ordinarily contribute towards the cost of the facilities. This applies equally to maintained schools and to academies.</p><p>The department also supports schools that have unavoidable extra premises costs related to their PFI contracts through the ‘PFI factor’ in the schools national funding formula (NFF). This funding is paid out to local authorities through the Dedicated Schools Grant (DSG) and is then allocated to schools by local authorities through their own local formulae.</p><p>The PFI factor only covers unavoidable extra premises costs, primarily related to the building itself. star this property answer text <p>The Children and Families Act 2014 requires all local authorities to publish a local offer of services for children and young people with special educational needs and disabilities (SEND) in their area. This helps families to be aware of services available in their area and provides a way for them to contribute to shaping provision to meet local needs.</p><p> </p><p>As set out in the SEND Code of Practice, local authorities must consult children and young people with SEND and their parents and carers, in reviewing educational and training provision, social care provision and in preparing and reviewing the Local Offer.</p><p> </p><p>In the SEND and alternative provision (AP) Improvement Plan, published in March 2023, the department has set out plans to build a consistent national SEND and AP system in which parents and carers can trust and have confidence, and which can be navigated easily.</p><p> </p><p>Through the Change Programme, the department is testing Local Area Inclusion Plans (LAIPs). These are 3 year plans that explain how the needs of children and young people with SEND aged 0 to 25 in an area will be met. LAIPs will be monitored and reviewed by the department and be underpinned by strengthened accountabilities and improved use of data for all those responsible for local delivery of places.</p><p> </p><p>Ofsted and Care Quality Commission also commenced a strengthened local inspection framework in January 2023. Where local authorities are failing, the department works with them using a range of improvement programmes and SEND specialist advisers to address weaknesses.  Inspections under the new framework place greater emphasis on the outcomes that are being achieved for children and young people with SEND.</p>

star this property answer text <p>The Skills Electrification Project was part of the Emerging Skills Projects, which were pilot projects funded by the department to identify future skills needs and develop high-quality modular courses to help address future skills gaps in key sectors. The Skills Electrification Project, as well as the other emerging skills projects, were developed and run by the Advanced Manufacturing Catapult and completed in March 2022.</p><p> </p><p>The department recognises the changing nature of skills needs, the importance of emerging skills such as electrification and assesses skills needs for such sectors. For example, the National Grid estimates the electricity network workforce will grow by 400,000 roles by 2050. This includes 260,000 brand new roles, and 140,000 to replace natural attrition such as retirement. This is on top of the existing shortage of crucial workers in the sector.</p><p> </p><p>To help meet those needs there are three apprenticeship standards that directly serve the electricity networks sector: community energy specialist (Level 4), building energy management systems (Level 4) and power networks craftsperson (Level 3).</p><p> </p><p>Free Courses for Jobs also offers a range of qualifications in electrical disciplines, as well as digital engineering and electrotechnical installation.</p><p> </p><p>T Levels in engineering and construction teach young people some of the skills that are crucial to the growth of the UK’s energy networks. Relevant T Levels in engineering, manufacturing, and construction can lead to crucial occupations such as civil engineering technician, electrical engineering technician and technical surveyor.</p>

star this property answer text <p>This government is committed to providing a world class education system for all children and has invested significantly in education to achieve that.</p><p> </p><p>Including the additional funding for teachers’ pay and pensions, funding for both mainstream schools and high needs is £2.9 billion higher in 2024/25, compared to 2023/24. The overall core school budget will total £60.7 billion in 2024/25, which is the highest ever level in real terms per pupil. This means school funding is set to have risen by £11 billion by 2024/25, compared to 2021/22.</p><p> </p><p>Each year, the government publishes an assessment of schools’ costs and funding increases in the Schools’ Costs Technical Note. In the most recent publication, the department’s analysis shows mainstream school funding rising by 7.6% in 2023/24 compared to the previous year, while costs were estimated to have risen by 6.7% at the national level. This analysis reflects averages across all schools in England.</p><p> </p><p>Through the Dedicated Schools Grant, York is receiving an extra £2.0 million for mainstream schools in 2024/25 compared to 2023/24, taking total school funding to over £125.5 million. This represents an increase of 2.0% per pupil compared to 2023/24, and an increase of 13.4% per pupil compared to 2021/22 (excluding growth funding). On top of this, all schools will receive additional funding through the Teachers’ Pay Additional Grant and Teachers' Pension Employer Contribution Grant.</p><p> </p><p>The precise funding and cost increases that individual schools in York, and across the country, will face depend on each school’s unique circumstances and the decisions that it has made about how to deploy its funding. The national funding formula is designed to fund each school according to its relative needs, and is updated annually to reflect how those needs change over time.</p><p> </p>

star this property answer text <p>The department shares the ambition that children with special educational needs and disabilities (SEND) should receive the vital support they need across Education, Health and Care (EHC). As set out in the Children and Families Act 2014, the local authority has a legal duty to ensure that the special educational provision specified in an EHC plan is delivered. The department also has a number of measures in place to ensure that children receive the educational and wider support they need.</p><p> </p><p>Where local authorities are failing to deliver consistent outcomes for children and young people with SEND, the department works with them using a set of improvement programmes and SEND specialist advisors to address weaknesses. The department is also investing heavily in the SEND system, including £2.6 billion between 2022 and 2025 to fund new special and alternative provision (AP) places and improve existing support, including the announcement of 41 new special free schools.</p><p> </p><p>The department is also taking steps to improve the SEND system in the longer term, so that EHC plans can be issued as quickly as possible when needed and enable children and young people to access the support they require. In March 2023, the government set out its plans to reform and improve the SEND system through its SEND and AP Improvement Plan. This plan commits to establishing a single national system that delivers for every child and young person with SEND so that they enjoy their childhood, achieve good outcomes and are well prepared for adulthood and employment. The department is currently testing measures which it believes will make the biggest improvements to both the quality of plans, the experience of getting a plan and the quality and speed with which support is put in place.</p><p> </p><p>The department is strengthening accountability across the system so that everyone is held to account for supporting children and young people. This includes the new Ofsted and Care Quality Commission Area SEND inspection framework, which gives more prominence to the quality integration and commissioning of EHC services, and a national and local dashboard, which gives parents the opportunity to monitor the performance of their local systems.</p><p> </p><p>If a child or young person does not receive the support detailed in their EHC plan, the young person or parent can raise their concern with the school or local authority directly. Families can appeal to the First-Tier SEND Tribunal if they are unhappy with a local authority’s decision regarding an EHC assessment or plan. The Tribunal can also hear appeals and make non-binding recommendations about health and social aspects of EHC plans.</p>

This makes the highest number of FTE teachers since the School Workforce Census began in 2010.</p><p>As of November 2019, there were 609.9 FTE teachers in state-funded schools in Warwick and Leamington constituency.</p><p>School workforce figures for 2024 have not been collected yet. In November 2022 there were 651.2 FTE teachers in state-funded schools in Warwick and Leamington constituency. Figures for November 2023 will be published in June 2024.</p>

star this property answer text <p>The department is taking action to encourage and support schools to adopt a strategic approach to implementing flexible working.</p><p>The department knows that flexible working is increasingly viewed as an expectation for employees across other sectors. That is why the department is always interested to hear from stakeholders who are trialling new approaches to embedding flexible working practices in schools. For example, the department knows that some schools have re-organised their timetable within their existing funding, giving teachers one full day of planning, preparation and assessment time a week which they can undertake from home. Innovative approaches like this could be an effective way to improve staff wellbeing and help with staff retention.</p><p>If a school decides to make significant changes to its staffing arrangements, it will be important to consider the impact on those affected, including pupils and teachers. Schools should also consider the government expectation that all state-funded mainstream schools will deliver at least a 32.5 hour school week by September 2024.</p><p> </p>

star this property answer text <p>With thanks to the hard work of school and college leaders, all schools and colleges with confirmed RAAC are providing full time face-to-face education for all pupils. The department is supporting schools and colleges to keep any disruption to education to an absolute minimum.</p><p> </p><p>Every school or college with confirmed RAAC has been assigned dedicated support from the department’s team of caseworkers. Each case is unique, and schools and colleges are being supported to put in place a bespoke plan based on their circumstances. In a matter of months, the department has completed its RAAC identification programme and announced funding to remove RAAC from schools and colleges for good.</p><p> </p><p>Schools and colleges concerned about the potential impact of RAAC-related school closures on pupils due to take GCSE and A level exams in the summer should speak to the relevant awarding organisation. Only the relevant awarding organisation will be able to confirm what can be done in any specific context and the specific options available. Awarding organisations could, for example, offer a longer extension for coursework and non-exam assessment, so that schools and colleges have as much time as possible to complete this important part of pupils' learning and qualifications.</p><p> </p>

By the 2027/28 financial year, this government expects to be spending in excess of £8 billion every year, double what it currently does on childcare, on free hours and early education to help working families with their childcare costs.</p><p> </p><p>The department has provided local authorities with £12 million of delivery support funding in the 2023/24 financial year to help them plan and prepare for the entitlement’s expansion, as well as £100 million of capital funding to help expand or refurbish facilities.</p> more like this

star this property answer text <p>The department is delighted that across all areas of England, employer-led local skills improvement plans (LSIPs) have already helped engage thousands of local businesses and have brought them together with local providers and stakeholders, including the Mayoral Combined Authorities (MCAs) and the Greater London Authority (GLA), to collaboratively agree and deliver actions to address local skills’ needs. LSIPs were designed to support local innovation and growth so that every part of the country can succeed in its own unique way.</p><p> </p><p>The department has purposely given employers the leading role in developing LSIPs, as they know their skills’ needs best. However, the department recognises the importance of the MCAs and GLA being involved in LSIPs, given their role as commissioners in their local areas and to support employer representative bodies (ERBs) to consider skills priorities within the broader context of economic growth and development. That is why the department placed a duty on the Secretary of State for Education to be satisfied, in approving LSIPs, that the views of the MCAs and the GLA had been considered in their development. The department also engaged MCAs and the GLA in the development of the LSIP statutory guidance in 2022, which clearly sets out the role they should play.</p><p> </p><p>We welcome the positive engagement that took place between MCAs and the designated ERBs during the development of the plans and which is currently taking place as they are implemented. Indeed, each ERB will provide a public annual progress report in June 2024 and 2025 setting out progress made since publication of the plans.</p><p> </p><p> </p>

star this property answer text <p>Pupils need to know how to be safe and healthy, and how to manage their academic, personal, and social lives in a positive way. That is why the department has made health education compulsory in all state-funded schools in England alongside making Relationships Education (for primary pupils) and Relationships and Sex Education (for secondary pupils) compulsory, collectively known as Relationships, Sex and Health Education (RSHE).</p><p>The department has also published implementation guidance and teacher training modules covering all the RSHE topics to help schools develop their curricula and teach subjects confidently and effectively, which is available here: <a href="https://www.gov.uk/guidance/teaching-about-relationships-sex-and-health" target="_blank">https://www.gov.uk/guidance/teaching-about-relationships-sex-and-health</a>. Topics in the RSHE curriculum at both primary and secondary include health and prevention, healthy eating, mental wellbeing and physical health and fitness.</p><p>The department is reviewing the RSHE statutory guidance this year, working with colleagues in the Department of Health and Social care to do so. The department is taking a comprehensive, evidence-based approach in deciding what should be included and will consider whether the current content on health education could be amended or expanded to enhance the health literacy of pupils. The department intends to publish revised guidance later in 2024.</p>

star this property answer text <p>High-quality careers information, advice and guidance is key to helping all young people make informed decisions about their future, including being able to find out about and consider the different options available to them.</p><p> </p><p>The department funds the Careers and Enterprise Company (CEC) to support schools and colleges to deliver high-quality careers programmes, to increase young people’s exposure to the world of work and to smooth the transition into their next step.</p><p> </p><p>The support provided by CEC is universal and provides young people in every part of the country, no matter what their background, with high-quality, tailored advice and guidance. Secondary schools are expected to develop and improve their careers provision for young people in line with the world-class Gatsby Benchmarks, including benchmark 3 which focuses on addressing the individual needs of each pupil.</p><p> </p><p>To support schools to address the individual needs of each pupil, in September 2021 CEC launched the Future Skills Questionnaire (FSQ), which is a student self-completion questionnaire that measures career readiness at points of transition across secondary education. Careers Leaders in secondary schools use FSQ insights to identify those students that require additional support in making their next career learning choice.</p><p> </p><p>Careers Hubs in the 2023/24 academic year are providing additional funding to deliver three distinct strands of activity focused on supporting more disadvantaged pupils:</p><ul><li>High-quality work experience for up to 15,000 young people with the greatest economic disadvantage.</li><li>Experiences with 20 employers from key growth sectors for up to 5,000 young people with a guarantee of a high-quality mock interview.</li><li>Virtual experiences for year 7 to 9 pupils in up to 600 institutions in coastal and rural areas.</li></ul>
