On 29 November Ofcom launched a Review of Children's Content and have invited initial input to the review by 31 January 2018. As set out in the Welsh Conservatives manifesto, the government remains committed to carrying out a review of S4C's remit, governance and funding in 2017 and we will announce more details shortly.</del></p><p><ins class="ministerial">The government is committed to review of S4C's remit, governance and funding. However, these are not directly reciprocal to the UK’s Public Lending Right (PLR) Scheme, and decisions on whether UK-resident authors qualify for these will be for each Member State to make.</p><p> </p><p>The Authors' Licensing and Collecting Society (ALCS), which represents UK authors in registering and claiming payments from lending rights schemes in Europe and elsewhere, has indicated that it supports the UK's PLR scheme remaining open to residents of EEA states.
