unstar this property answer text <p>As outlined in the tackling loneliness strategy, government’s intention is to embed consideration of loneliness and relationships throughout the policy-making process. Government is currently exploring the various mechanisms for doing this, including in the guidance for the Family Test.</p><p> </p><p>The strategy also announced that from 2019/20 individual government departments will highlight the progress they are making on addressing loneliness through their annual Single Departmental Plans.</p> more like this

Since the Strategy was published we have been holding exploratory conversations with stakeholders, including the National Council for Voluntary Organisations and the Charity Commission. These conversations are helping to improve understanding of the opportunities and challenges around enabling people from different backgrounds to become involved in trusteeship.</p> more like this

unstar this property answer text <p>The Civil Society Strategy is long term, setting out our vision for government’s work with and for civil society over the next 10 years and beyond. The Strategy acknowledged the importance of the campaigning and advocacy role of civil society. Early discussions have already taken place with the Charity Commission and the Electoral Commission on what more could be done to improve civil society’s confidence in its campaigning and advocacy role.</p><p> </p><p>Our resources are currently focused on other priorities from the Civil Society Strategy and on preparing for EU exit, but the intention remains to work with charities and regulators to take forward this important recommendation in due course.</p> more like this

unstar this property answer text <p>The Civil Society Strategy is long term, setting out our vision for government’s work with and for civil society over the next 10 years and beyond. Our resources are currently focused on other priorities from the Civil Society Strategy and on preparing for EU exit. This is an important recommendation in the Strategy and one that we would hope to turn our attention to later this year.</p><p> </p><p>DCMS is already leading the way in enabling effective youth participation in national policy making and the department is pioneering approaches which can be adopted across government. These include a Civil Society Youth Steering Group to oversee the development and implementation of policies affecting young people in the Civil Society Strategy; a national Young Commissioners and Inspectors Group to involve young people directly and meaningfully in the commissioning, monitoring and evaluation of national programmes affecting young people; exploring a new digital solution to enable large numbers of young people to play a role in consultations and programme design across the government. DCMS expects to announce the partnership of organisations which will be leading delivery of these commitments shortly.</p>

We are currently promoting the concept of Citizen Commissioners to stakeholders at appropriate meetings and events. We have held discussions with those currently running Citizen Commissioner schemes to understand content options for possible guidance. We will further engage with target audiences in the future to further define and understand needs and options.</p><p> </p><p>The Commissioning Academy also continues to bring together public sector decision makers to learn about commissioning and public service transformation, including how to effectively co-design, co-produce, and co-deliver services with the communities they serve.</p> more like this

unstar this property answer text <p>We are fully committed to the Civil Society Strategy: it is the beginning of an ambitious, evolving work programme to help build a strong society. As part of this, government is continuing its work to consider additional measures to boost social impact investment. For example, an additional £125m of dormant assets has been, and will be, allocated to Big Society Capital in the period 2017-2020, and an additional £10m has been allocated to Access - The Foundation for Social Investment. This is in addition to the £60m government grant to Access, of which £3.9 million will be provided in 2019 and £5.0m in 2020. A £3.2million social investment fund has recently been launched by DCMS: the Northern Cultural Regeneration Social Investment Fund will start extending loans to cultural and creative organisations in the North of England from April 2019.</p><p> </p><p>In 2018, the Prime Minister asked Elizabeth Corley to lead the Taskforce on Impact Investment and DCMS ministers and officials are supporting the work of this taskforce. DCMS ministers and officials also continue to work with departments to identify other opportunities for social investment to support the government’s priorities. The Social Housing Green Paper, published in August 2018, described social investment as an opportunity to increase the quality and quantity of social housing, and the government’s Rough Sleeping Strategy commits to the use of Social Impact Bonds to meet the government’s targets to reduce rough sleeping.</p><p> </p>

As part of this, the Centre for Ageing Better published its ‘Review of Community Contributions in Later life’ on 18th October 2018.</p><p> </p><p>Based on the findings of this review, DCMS is now working in partnership with the Centre for Ageing Better on the Age-Friendly and Inclusive Volunteering Fund announced in November 2018, to stimulate and test new approaches to sustain lifelong contribution. Successful grantees will be announced in March 2019.</p> more like this

unstar this property answer text <p>DCMS is working closely with the Cabinet Office to implement a package of measures for the future of social value and procurement, including training for government commercial staff. We have consulted with stakeholders to inform this training and will undertake further engagement in February. We anticipate the training programme to roll out later this year.</p><p> </p><p>We have already published an introductory guide to social value that we continue to actively promote across government and to stakeholders.
