Social businesses create jobs for those excluded from the labour market, directly address social challenges and build social capital within communities.

The Department for Digital, Culture, Media and Sport works with the Department for Business, Energy and Industrial Strategy and other relevant departments to ensure that government policy helps cooperatives and social businesses to grow and flourish.

The Government has cut the red tape facing the sector through the Co-operative and Community Benefit Societies Act 2014 and subsequent regulations. More recently, the government has reaffirmed our commitment to the sector through the £150 million community ownership fund, which supports co-operatives and community-owned businesses to take over valuable and viable local assets at risk of closure.

DCMS’s support for social businesses includes:

£485 million of dormant assets funding that has been allocated to social investment, which to date has supported thousands of charities and social enterprises across England to grow their impact and scale their operations

developing the Social Value Model, in partnership with Cabinet Office - requiring social value to be evaluated in all central government procurement

launching the VCSE Contract Readiness Fund - inviting bids to enable VCSE organisations to compete alongside other organisations and increase their participation in public service procurement

Work is also underway on plans to meet the following commitment from the Levelling Up White Paper:

“The UK Government will consider how best to encourage social organisations and entrepreneurship to flourish in left-behind places across the UK, building on and augmenting existing support, generating evidence on what social enterprises need to do to thrive in disadvantaged places, and encouraging the next generation of social entrepreneurs.”

Leisure centres and gyms are not just great places to be active, they also provide vital social spaces and community hubs.

Throughout the pandemic, the government provided the £100 million National Leisure Recovery Fund which supported the reopening of local authority swimming pools throughout the country, protecting access to these facilities for those who most needed them.

Sport England has developed tools and guidance to assist local authorities with the strategic planning of leisure facilities and services to encourage low-income and other disadvantaged groups to be active in the facilities they operate for their communities. This guidance assists local authorities to determine what the local strategic outcomes and priorities are for their area and the local residents. Local Authorities and their operating partners are encouraged to consider how concessionary pricing and other subsidised activities can help in achieving this.

star this property answer text
DCMS provides funding to community arts projects in England through a number of our arm’s-length bodies. Arts Council England, for example, invests in communities through their Lottery-funded Creative People and Places (CPP) programme. There are 41 CPP programmes covering 58 local authority districts across the country targeting the least engaged places in England. Arts Council England will invest over £38 million of Lottery funds into this programme for the period 2022-25.

Local authorities also need to continue to recognise the huge benefits that investing in arts and culture can bring and many already do, building successful partnerships to deliver arts and culture to their communities. The Local Government Finance Settlement made available £54.1 billion in 2022/23 for local government in England, an increase of up to £3.7 billion in 2021/22. The majority of this funding is not ringfenced, in recognition of local authorities being best placed to understand local priorities, such as their community arts offer.

While we are unable to quantify the total provision of core funding to community arts organisations by private foundations at this time, DCMS continues to work with key actors across the civil society sector to improve the data and evidence available.
