This includes measures to strengthen protections around online gambling and gambling advertising, which can be found here:</p><p>https://www.gov.uk/government/consultations/consultation-on-proposals-for-changes-to-gaming-machines-and-social-responsibility-measures</p><p> </p><p>In addition we are introducting a new package of measures to strengthen protections around around online gambling and Gamble Aware will lead a major responsible gambling advertising campaign, to make sure parents and children are aware of risks associated with gambling.</p><p> </p><p>Protecting children and vulnerable people is a key aim for the Gambling Commission and government.</p> more like this

star this property answer text <p>As set out in answer to questions 73904 and 73907, gambling advertising and sponsorship, including around football, must be socially responsible and must not be targeted at children. The Government assessed the evidence on advertising in its Review of Gaming Machines and Social Responsibility Measures, the full response to which can be found at: <a href="https://www.gov.uk/government/consultations/consultation-on-proposals-for-changes-to-gaming-machines-and-social-responsibility-measures" target="_blank">https://www.gov.uk/government/consultations/consultation-on-proposals-for-changes-to-gaming-machines-and-social-responsibility-measures</a>.</p><p><strong> </strong></p><p>Since then, in March this year, the charity GambleAware has published the final report of a major piece of research into the effect of gambling marketing and advertising on children, young people and vulnerable people. That study found that exposure to advertising was associated with an openness to gamble in the future amongst children and young people aged 11-24 who did not currently gamble. It also found that there were other factors that correlated more closely with current gambling behaviour amongst those groups, including peer and parental gambling. It did not suggest a causal link between exposure to gambling advertising and problem gambling in later life.</p><p><strong> </strong></p><p>Operators are required both by law and by the conditions of their licence from the Gambling Commission to prevent underage gambling. In May 2019 the Gambling Commission introduced new rules that require online gambling businesses to verify the age of customers before they can deposit money, gamble, or access play-for-free versions of gambling games. The Gambling Commission provides support to licensing authorities, local police and trading standards who undertake test purchasing to monitor compliance with minimum age rules in the land based sector, and is working with local authorities and the hospitality sector to improve the enforcement of legal age requirements on the use of gaming machines in pubs.</p><p><strong><p><p></strong></p>

star this property answer text Preventing children and other vulnerable persons from being harmed by gambling is a priority for government and a core licensing objective for the Gambling Commission.<p><br>Operators offering gambling services to people in Great Britain must have a licence from the Gambling Commission and must have effective policies and procedures designed to prevent underage gambling. Where there is a failure to do so, the Gambling Commission has shown it is willing to act using the range of powers to act at its disposal.</p><p>The Gambling Commission has taken action to strengthen protections for young people. In May this year it introduced stricter age and identity verification controls, requiring all consumers to be age verified before they are able to deposit money or access free-to-play demo games. Government has also worked positively with five major operators resulting in commitments to using online technology where available to target gambling adverts away from people showing signs of problem gambling behaviour. They will also further share further data with to protect problem gamblers from experiencing further harm.</p><p>From September 2020, health education will be compulsory for all pupils in state-funded primary and secondary schools. This will cover education on online harms, including the risks related to online gambling. The non-statutory Personal, Social, Health and Economic (PSHE) programme of study, published by the PSHE Association, includes teaching about gambling and its psychological and financial impact. GambleAware, an independent charity which funds services to help to reduce gambling harms, is working with the PSHE Association to develop resources for schools to promote resilience and raise awareness around risk-taking and gambling.</p>

star this property answer text <p>We considered advertising as part of our Review of Gaming Machines and Social Responsibility. The response was published on 17 May. Protecting vulnerable people was central to the review, and we recognised that having the right advertising protections in place was an important part of this.</p><p> </p><p>As set out in the consultation document, children’s exposure to gambling adverts on TV has been declining year on year since 2013. The Gambling Commission’s Young People Survey in 2017 found that there was little evidence of a direct influence on gambling activity, with only 1% of young people in the survey saying advertising prompted them to start gambling or increase the amount they gamble. However, our response recognises that there are gaps in the evidence available, and outlined measures to fill these, including significant research commissioned by GambleAware into the impact of gambling advertising on children, young people and those vulnerable to harm.</p><p> </p><p>There are already strong controls in place around gambling advertising, which must not be targeted at children. The response set out a package of initiatives to strengthen protections further. These include forthcoming guidance from the Committees of Advertising Practice (CAP) on protecting children and young people. We do not propose to bring forward legislative proposals, but we will keep these issues under review.</p>

star this property answer text <p>The Government has no Current plans to legislate on this issue. The Government is proud of our sports teams global appeal and we want this to continue to grow. At the same time our clubs and sporting organisations must ensure that they are responsible when it comes to their relationship with gambling partners both in the UK and abroad.</p><p><strong> </strong></p><p>The Government expects operators which are licensed by the Gambling Commission to obey the law in other jurisdictions in which they operate. It is first and foremost for the relevant authorities in other jurisdictions to investigate any alleged breaches of their laws.</p><p><strong> </strong></p><p>Operators licensed by the Gambling Commission are required to report any regulatory investigation or finding into their activities in any other jurisdiction. This lets the Commission assess their suitability to hold a licence.</p><p> </p> more like this

star this property answer text <p>Data published by the Gambling Commission shows the percentage of 11-16 year olds who had taken part in gambling in the past seven days fell from 23% in 2011 to 11% in 2019. The 2020 survey was truncated by Covid-19, so is not directly comparable, but data has been published which shows a 9% past-week participation rate for England and Scotland. An increase in the rate of gambling participation amongst children has not been recorded since 2018, when it rose to 14%, from 12% in the previous year. The majority of gambling participation by children is on forms of gambling which are legal for them to participate in, including private bets with friends and family, or low stake gaming machines.</p><p>The government launched its Review of the Gambling Act 2005 on 8 December with the publication of a Call for Evidence. The Review will be wide-ranging and evidence led, and aims to make sure that the regulation of gambling is fit for the digital age. The government remains committed to protecting children from gambling related harm, and is inviting specific evidence on children’s access to gambling, including on children’s access to Category D slot machines, the effectiveness of age controls, protections for young adults and the age limit for society lotteries.</p><p> </p>

star this property answer text <p>Protecting children and other vulnerable persons from being harmed or exploited by gambling is a priority for government and under the legislation in place is a core licensing objective for the Gambling Commission. Online and land-based operators offering gambling services to people in Great Britain must be licensed by the Commission and must have effective policies and procedures designed to prevent underage gambling. The Licence conditions and codes of practice (LCCP) set out social responsibility requirements for gambling operators, including to protect children and vulnerable people.</p><p> </p><p>The Responsible Gambling Strategy Board (RGSB), the Gambling Commission’s expert adviser, recently published a report on children, young people and gambling. In response, the Commission has set out further commitments to protect children and young people, including carrying out targeted compliance and enforcement activity to identify and tackle any weaknesses in the age verification processes. It recently concluded a review of the online gambling sector and announced that it will consult on requiring all consumers to be age-verified before they are able to deposit money or access free-to-play games.</p>

star this property answer text <p>The Gambling Commission’s <em>Gambling participation in 2019: behaviour, awareness and attitudes</em> report found statistically significant increases from 2018 in the proportion of people saying that gambling should be banned (25% to 29%), that it should be discouraged (58% to 62%) and that there were too many opportunities to gamble (79% to 82%). Respondents most frequently said that news on TV (40%) had informed their opinions, followed by personal experience (31%) and newspapers (26%).</p><p /> <p>Gambling remains a widely popular activity and the report also found that rates of gambling participation were stable year on year, with 47% of the population having participated in any form of gambling in the last four weeks, or 32% excluding the National Lottery. While participation among 16-24 year olds had increased by 4%, this was not a statistically significant change. The single age group most likely to have gambled was 45-54 year olds, with a 53% participation rate.</p><p /> <p>Rates of problem gambling have been stable at under 1% of the adult population in Great Britain since 1999. The problem gambling rate as measured in the Health Survey England 2018 was 0.5% of the adult population.</p><p> </p><p>The Government has committed to review the Gambling Act 2005 to make sure it is fit for the digital age. As part of this review we will consider relevant research and statistics, such as the Gambling Commission report. We will announce further details in due course.</p><p> </p>
