We have reformed entertainment licensing and planning policy guidance, making it easier for well-established music and cultural venues to operate. Government has confirmed that it will work with all Mayoral Combined Authorities and Local Enterprise Partnerships (LEPs) to develop Local Industrial Strategies, which are locally-led and agreed with Government. The national Industrial Strategy provides a policy framework against which Local Industrial Strategies will be assessed. However, these are not directly reciprocal to the UK’s Public Lending Right (PLR) Scheme, and decisions on whether UK-resident authors qualify for these will be for each Member State to make.</p><p> </p><p>The Authors' Licensing and Collecting Society (ALCS), which represents UK authors in registering and claiming payments from lending rights schemes in Europe and elsewhere, has indicated that it supports the UK's PLR scheme remaining open to residents of EEA states. It is not possible to disaggregate the proportion of this funding that is invested just in galleries. As culture is devolved, there is also no estimate of UK-wide funding. As part of the usual business of Government, officials regularly review and consider international comparisons in the development of museums policy.
