Consecutive, independent evaluations have demonstrated the positive impacts that NCS delivers both to its participants and their communities. However, we appreciate that the Covid-19 pandemic presents a significant challenge to many of DCMS’ sectors including the creative industries which is why the Government has announced unprecedented support for businesses and workers to protect them against the current economic emergency.</p><p><strong> </strong></p><p>Government supported the publication last month of the British Film Commission’s guidance on working safely during Covid-19. This includes information for hair and make-up artists and will help productions restart, with associated economic benefits.</p><p><strong> </strong></p><p>We are also pleased to see that the film and television industry have developed initiatives to support self-employed workers in these sectors to get back to work safely, in line with Covid-19 guidance. answer	answer is ministerial correction date of answer 18/03/2020 answer text <p>Following the licence fee settlement agreement in 2015, the future of the over 75 licence fee concession is the responsibility of the BBC, not of the government. Therefore, the BBC is responsible for conducting an assessment of the effect of the policy to no longer fund free TV licences for all people aged over 75 on loneliness among older people from 1 June 2020.</p><p><strong> </strong></p><p>The BBC acknowledged the impact of loneliness when, following public consultation, it set out its decision on the future of the concession. The fund will be used to build new youth centres across the country, refurbish existing youth facilities, provide mobile facilities for harder to reach areas, and invest in the youth work profession and frontline services. Since the Strategy publication we have been holding exploratory conversations with stakeholders, including the National Council for Voluntary Organisations and the Charity Commission. These conversations are helping to improve understanding of the opportunities and challenges around enabling people from different backgrounds to become involved in trusteeship. There is no quick fix and the solutions will take time to develop and have impact.
