answer text <p>In 2022-23, Armed Forces recruitment was lower than we would have hoped given a difficult recruiting environment, and outflow was higher than planned. Nevertheless, the Armed Forces continue to meet all their operational commitments.</p><p> </p><p>To address recruitment, a range of tangible short-term deliverables are being actioned to increasing the inflow into Armed Forces recruitment pipelines, all intended to increase the breadth of potential candidates and to drive efficiencies into recruitment systems. These ongoing and new initiatives are focused upon engaging the broad range of skills, experience and diversity needed to deliver that which our nation demands of our Armed Forces; and in the range of roles that are critical to enable this.</p><p> </p><p>On retention, in June 2023 we committed to implementing the recommendations of the Haythornthwaite Review, a generational independent review of how we retain our current people and attract new ones. Its recommendations relate to policies and processes across a complex system of incentivisation and support. A formal Government Response, which will provide more detail on our approach to tackling each recommendation, will be published in early 2024. This will confirm which recommendations have been - or are in the process of being – delivered.</p><p> </p><p>Other initiatives aimed at improving the recruitment and retention of our people include; Flexible Service, which introduces the potential for people to alter their career commitment for set periods of time, allowing more people to remain in the Armed Forces who may otherwise have decided to leave in order to meet competing demands and responsibilities; Wraparound Childcare, which Defence established in recognition of the importance of a robust childcare support system to enable the mobility, recruitment and retention of a Armed Forces personnel; acceptance of the Armed Forces’ Pay Review Body’s and Senior Salaries Review Body’s recommendations in full, ensuring that the overall remuneration package for Service personnel (which includes a good pension, subsidised accommodation, and a range of allowances on top of basic salary) remains competitive.</p>

answer text <p>The Department's Annual Reports and Accounts gives overall spend on consultancy as £149.105 million for 2022-23. There is no further breakdown to show spend on external recruitment consultancy and none could be obtained without entailing excess cost although, in general, Defence does not make use of external recruitment agencies to fill full time roles. answer text <p>The Ministry of Defence (MOD) follows the Code of Good Practice for corporate governance in central government departments and undertakes regular reviews of its governance structure to ensure it remains fit for purpose for managing delivery and performance.</p><p> </p><p>The Lead Non-Executive Director assesses Board performance each year and the department has challenge functions for its senior committees to help bring diversity of thought to decision making. The department also undertakes regular reviews of its Operating Model. The Defence Operating Model outlines the roles, responsibilities, authorities and accountabilities across Defence and the key delivery, decision-making, management and assurance processes.</p><p> </p><p>The Annual Report and Accounts 2022-23 pages 72 to 76 details how risks are managed within the department. The Defence Command Paper Refresh (DCPR) published on 18 July 2023 sets out Defence’s priority to embed a sophisticated approach to managing risk through a significant improvement programme. This will align the Department’s risks with the commitments outlined in the DCPR, Defence Strategy and wider cross-government priorities, providing a clear line of sight from Board level risks through to all disaggregated levels of departmental risks. The Defence Board and the Defence Audit, Risk and Assurance Committee (DARAC) have approved the improvement programme and have oversight of delivery. These changes will be delivered across whole Defence enterprise, including functions and front-line commands. MOD continues to mature the operation of its functions, in support of the wider development of the Government’s Functional model.</p><p> </p><p>Improvement activities as set out in the Annual Report and Accounts 2022-23 on page 76 include maturing the annual assurance reporting process, refreshing the risk management framework for the Department, strengthening the three Lines of Defence model to clarify the accountabilities and governance requirements for each line, and developing a risk-based assurance map. These improvements will integrate assurance across the three Lines of Defence, ensuring assurance activities remain proportionate to the level of risk in the department and its risk appetite.</p><p> </p>
