The value of compensation/consolatory payments are determined by reference, as appropriate, to external benchmarks such as the Vento Scale (as used by the Employment Tribunal Service), and informed by legal advice.</p><p>The Army Service Complaints Secretary, of OF5/Colonel rank, holds delegated authority to make consolatory payments of up to £500 and is empowered to delegate such authority to all Decision and Appeal Bodies. The minimum Army rank for appointment to Decision and Appeal Bodies is OF4/Lieutenant Colonel.</p><p>The Naval Service Complaints Secretary has a delegated financial authority to make consolatory payments of up to £1,000 with any above that level requiring approval by the Deputy Finance Director. answer	answer is ministerial correction date of answer 25/03/2019 answer text <p>At the present time, 426 Service Family Accommodation (SFA) properties have reported damp and mould issues. This is less than 1% of the overall SFA portfolio, and the continued reduction is being actively managed through robust arrangements.</p><p>Given the number of SFA properties built prior to 1970, around 34,300 homes (70%) still contain low risk asbestos containing materials (ACM). These are suspended in artex ceiling coatings, adhesive to floor tiles and external roof facias etc. Under our duty of care, the Ministry of Defence maintains an asbestos register and monitors closely the condition of ACM to ensure dangers are minimised. answer	answer is ministerial correction date of answer 22/03/2019 answer text <p>A review of the Defence Technical Officer and Engineering Entry Scheme (DTOEES), which includes Welbeck Defence Sixth Form College and the Defence Technical Undergraduate Scheme, has determined that the current scheme is no longer delivering sufficient numbers to meet the Defence requirement for technical and engineer officers, nor does it demonstrate value for money, or the flexibility to meet any changes in the Ministry of Defence (MOD)'s future requirements.</p><p>The National Audit Office value for money criteria were applied robustly as part of the DTOEES review:</p><p>Economy: minimising the cost of resources used or required (inputs)</p><p>Efficiency: the relationship between the output of the service and the resources required to produce them</p><p>Effectiveness: the relationship between the intended and actual results of public spending (outcomes)</p><p>In place of the current scheme Defence will establish a new Science, Technology, Engineering and Mathematics (STEM) Graduate Inflow Scheme designed to increase the inflow of STEM undergraduates using a range of targeted financial incentives which may include scholarships, maintenance bursaries and/or payment of tuition fees.
