star this property answer text <p>There are no current proposals to amend Schedule 2 of the Armed Forces Act 2006 to include the offences of sexual assault, exposure and voyeurism. A Commanding Officer made aware of an allegation that any of those three offences have been committed is under a statutory obligation to ensure it is investigated appropriately. Additional guidance, provided in the Manual of Service Law, informs Commanding Officers to take legal advice when making a decision as to who should investigate, with the presumption that the Service Police should normally be made aware.</p><p> </p><p> </p> more like this

star this property answer text <p>The Ministry of Defence has made it absolutely clear there is no place for unacceptable behaviour in the Armed Forces. We recognise the great courage it takes to come forward and report a sexual offence and Commanding Officers must always refer any allegation of rape and sexual assault, or any other offence which may have a sexual element, to the Service Police. All allegations are thoroughly investigated, and support provided to victims.</p><p> </p><p>Anyone found to fall short of the Services’ high standards or to have committed an offence is dealt with appropriately, which may include imprisonment and dismissal from service.</p><p> </p><p>Starting from 2016, Defence has published an annual Official Statistic on Sexual Offending in the Service Justice System, currently covering the years 2015 to 2019: <a href="https://www.gov.uk/government/collections/sexual-offences-in-the-service-justice-system" target="_blank">https://www.gov.uk/government/collections/sexual-offences-in-the-service-justice-system</a></p><p>Information for 2020 is due to be published in spring 2021. star this property answer text <p>All allegations of sexual assault and rape made by or against members of the Armed Forces are taken very seriously by the Ministry of Defence (MOD).</p><p>This information is not held in the requested format. Only allegations of sexual assault and rape made by a member of the Armed Forces against another member of the Armed Forces (or Person Subject to Service Law) are investigated by the Service Police. Allegations of such offences made by civilians in the UK are usually investigated by the appropriate civilian police force, while allegations made by civilians overseas will be investigated in accordance with the appropriate agreement in place between the UK and that country. The MOD does not hold information on investigations conducted by civilian police forces.</p><p>In 2015 the Service Police investigated 20 cases of rape and 49 cases of sexual assault. Of the 20 allegations of rape, 19 cases were against 22 members of the Armed Forces; the status of the suspect in one case is unidentified. Eight of the victims of these alleged offences were members of the Armed Forces.</p><p>Of the 49 allegations of sexual assault, 46 cases were against 49 members of the Armed Forces; in one case the suspect was a civilian subject to Service Law and the status of the suspects in two cases is unidentified. 49 of the victims of these alleged offences were members of the Armed Forces.</p>

We expect the highest standards of behaviour from our Service personnel. Inappropriate behaviour is downright unacceptable and it stands in stark contrast with everything the Armed Forces represent. Anyone found to have committed a sexual offence will be dealt with appropriately and will face the full force of the law.</p><p> </p><p>The Armed Forces are committed to addressing the issue of sexual harassment and sexual assault through a range of actions, including awareness campaigns and training presentations around sexual consent.</p><p> </p><p>To make sure that all inappropriate behaviour, including sexual assault, is tackled across the Services a report has been launched which will be led by Air Marshal Michael Wigston. The objectives of the Report are threefold: to understand the current evidence regarding inappropriate behaviour across the services; to make recommendations on what can be done to ensure and reassure, the Armed Forces are an inclusive and modern employer; and, to identify areas for further action, including potential improvements to controls, processes or policy.</p><p> </p><p>We recognise the great courage it takes to come forward and report a sexual offence. Personnel who come forward can have full confidence that all allegations are thoroughly investigated; Commanding Officers must always refer any allegation of rape and sexual assault, or any other offence which may have a sexual element, to the Service Police.</p>
