The government is committed to providing a place on NCS for every young person who wants one.</p><p> </p><p>Social mix is at the core of National Citizen Service and all young people, regardless of background, are supported to take part in the programme.</p><p> </p><p>In 2014, 17% of NCS participants were eligible for free school meals, compared with around 8% of young people of the same age in the general population.</p><p> </p><p>The national picture of NCS shows that young people from disadvantaged and minority ethnic backgrounds are well represented. The latest evaluation showed that 30% of NCS participants were from Black, Mixed or Asian backgrounds compared with 19% of the general population.</p><p> </p><p>The 2014 evaluation demonstrates that NCS graduates are more confident leaders and decision-makers. 7 in 10 NCS graduates felt more confident about getting a job, and more than 9 in 10 graduates felt NCS helped them develop useful skills for the future. There is an existing statutory duty on local authorities through Education Act 2006 (Section 507B) to secure, as far as is practicable, sufficient services and activities to improve the wellbeing of young people. The Games left a legacy of increased participation and world-class sporting venues which are now being used by our elite athletes as well as local communities.</p><p> </p><p>The commitment from the Government immediately following the London 2012 Olympic Games to confirm and sustain Exchequer support for the UK Sport World Class Programme was a significant moment in underpinning the success of Rio, providing UK Sport, and the National Governing Bodies of sport, with the necessary financial support to invest in medal success across the Olympic and Paralympic sports.</p><p> </p><p>I am confident that this success will continue at the Rio 2016 Paralympics, and through to Tokyo in 2020 and beyond. 	answer	answer is ministerial correction date of answer 23/03/2015 answer text <p>The UK’s ranking in the Global Gender Gap 2014 report is in part a reflection of rapid improvement from other countries. The UK also fares less well because of the measures used to inform the index; for example, economic participation and opportunity includes the difference in average yearly earnings of women and men, a measure that disadvantages the UK where many women choose to work part-time in order to balance family and work commitments. 	answer	answer is ministerial correction date of answer 12/03/2015 answer text <p>General election guidance for Government Departments published by the Cabinet Office includes advice on carrying out public consultations.</p><p> </p><p>That guidance primarily covers situations where an election is called once a public consultation is already under way, rather than any consideration that would be necessary about whether to launch a consultation when an election is known to be imminent.</p><p> </p><p>In the case of caste, that consultation has been delayed because of legal developments in a caste-related case – <em>Chandhok v Tirkey</em>.
