	answer	answer is ministerial correction date of answer 08/01/2015 answer text We set out our thinking on switching in the Connectivity, Content and Consumers [CCC} Strategy Paper, published in July 2013. In December 2013 Ofcom announced that gaining-provider led (GPL) switching would be mandated for broadband and fixed telephony over the Openreach network. Full implementation of this will be completed by June 2015. In July 2014, Ofcom published a call for inputs (which closed in September) on switching providers of broadband, pay-TV, mobile voice and data services and bundled services, in order to gauge the impact of these processes on consumers’ experience and on competition. Ofcom is conducting further research and holding discussions with industry and consumer organisations. Once in place the USO will act as a safety net giving homes and businesses the right to a fast broadband connection of at least 10 Mbps where superfast broadband is not available. Superfast broadband is available to 90% of premises, up from 45% in 2010 and roll-out will continue when the Government’s target of at least 95% superfast broadband coverage by the end of 2017 has been met. Ofcom's call for evidence on the the design of the broadband Universal Service Obligation (USO) invites views on how a reasonable cost threshold for a broadband connection might be determined. The new broadband USO will give all households and businesses the legal right to request a fast broadband connection. In the UK, Ofcom recently concluded a consultation on the use of the upper end of this range of frequencies for supplemental downlink, i.e. boosting data rates for mobile telephony.
