The campaign ran from December 2014 to March 2015 and did not differentiate between fibre optic and satellite. A total cost of £8 million has been set aside for this campaign to include the media buying costs (e.g. the airtime for TV/press adverts) as well as production costs for adverts (TV/radio/digital/out of home), social media activity and a toolkit of materials for local authorities.

In addition, as part of the Government’s Business is GREAT campaign we have spent £1.667 million on advertising aimed at small businesses to encourage them to take up a grant for superfast broadband connection for their businesses with a supplier of their choice. This campaign ran September - December 2014 and comprised media buying costs (out of home posters, local press advertisements and radio airtime) and production costs (e.g. photography, fees, printing).

star this property answer text
Government is aware of the need to put more spectrum into the market to support innovation and growth and launched the Public Sector Spectrum Release Programme in 2011. This programme aims to release 500MHz of sub-5GHz spectrum from public sector use by 2020. One of the early actions was to gauge stakeholder demand at a series of events. The most recent Programme update was published on 10 March 2014. On the same day Government published the UK Spectrum Strategy which sets out a vision for efficient and flexible spectrum management, with specific actions and the goal of doubling the contribution of spectrum use to the economy by 2025. Currently sixteen public libraries in England are actively engaged in the programme and receiving financial support.

Other specific initiatives being delivered through public libraries includes the Access to Research service. This two year pilot commenced in January 2014 and provides a free service enabling local libraries to provide users with access to a wealth of research, including business information. In addition, library authorities are developing business resources to meet local needs. Staffordshire for example has introduced Start2, a service that is available in all public libraries across the county and has trained staff offering information and signposting on all aspects of looking for and finding work, including providing a starting point for entrepreneurs who want to start their own business and small enterprises looking to expand by signposting them to relevant sources of information or specialist organisations.

This forms part of the £300m package of early intervention funding that was announced in May 2022. The £5m programme supported 220 voluntary and community sector organisations to work with 10–17-year-olds considered vulnerable to involvement in crime and anti-social behaviour, using sport as a vehicle to address problem behaviour.

The government has committed to a National Youth Guarantee: that by 2025, every young person will have access to regular clubs and activities, adventures away from home and opportunities to volunteer. This is supported by a three-year investment of over £500 million in youth services. The Youth Investment Fund, an integral part of the National Youth Guarantee, will invest over £300 million in creating and refurbishing up to 300 youth facilities in levelling up priority areas - the majority of which contain at least one anti-social behaviour hotspot. Additionally, through the Million Hours Fund, the Department for Culture, Media and Sport will provide over a million hours of youth opportunities in areas with high levels of anti-social behaviour. Phase 1 of the fund has already delivered over £3m of funding to over 400 organisations to provide positive activities over the summer holidays.

star this property answer text
The government recognises the vital role that youth services and activities like the Duke of Edinburgh Award play in enhancing young people’s wellbeing, as well as significant benefits to social cohesion and community safety.

Recognising this, the government has committed to a National Youth Guarantee: that by 2025, every young person will have access to regular clubs and activities, adventures away from home and opportunities to volunteer. This is supported by a three-year investment of over £500 million in youth services, reflecting young people's priorities and addressing imbalances in national youth spending with a firm focus on levelling up.

Young people will also benefit from other elements of the National Youth Guarantee, and a broader package of award schemes and volunteer programmes, including offering the Duke of Edinburgh Award to every state secondary school, expanding uniformed youth groups and the #iwill youth volunteering fund, as well as providing further funding for the National Citizen Service (NCS), to bring young people from different backgrounds together. Additionally, through the Million Hours Fund, the Department for Culture, Media and Sport will provide over a million hours of youth opportunities in areas with high levels of anti-social behaviour.

As a result of the October 2015 revised code, customers can terminate contracts at any time without penalty if they receive speeds significantly below the ‘minimum guaranteed access line speed'; previously customers could only terminate within the first three months.
more like this

In addition to BT, KCom and Virgin Media, a growing number of both fixed and wireless providers are making infrastructure investments. In September 2012 the Government announced a package of measures to reduce the barriers to deployment of superfast broadband, reducing red tape and bureaucracy to enable communications providers to deploy competing networks. The Digital Communications Infrastructure Strategy consultation invited industry to submit views on what more the Government might do to support infrastructure deployment. That consultation closed on 1 October and the Government is currently considering the responses received.

more like this

star this property answer text
DCMS officials have frequent contact with Ofcom to take forward this work. I want the switching process to be as easy and straightforward as possible for consumers and I recognise that switching processes work better for consumers when only one call needs to be made for the switch to happen, to the gaining provider. Working with Ofcom, we will do everything we can to move towards a system of gaining-provider led switching across the board.

In July, Ofcom published a call for inputs (which closed in September) on switching providers of broadband, pay-TV, mobile voice and data services and bundled services, in order to gauge the impact of these processes on consumers’ experience and on competition. Ofcom is conducting further research and holding discussions with industry and consumer organisations. It will publish a document setting out its findings in the first half of 2015.

We set out our thinking on GPL switching in the Connectivity, Content and Consumers [CCC} Strategy Paper, published in July 2013. In December 2013 Ofcom announced that GPL switching would be mandated for broadband and fixed telephony over the Openreach network. Full implementation of this will be completed by June 2015. Since then, Ofcom has been assessing the consumer experience of switching mobile services, pay-TV and bundles of electronic communications services and will report in the first half of 2015, as I describe above.
