The government is committed to providing a place on NCS for every young person who wants one.</p><p> </p><p>Social mix is at the core of National Citizen Service and all young people, regardless of background, are supported to take part in the programme.</p><p> </p><p>In 2014, 17% of NCS participants were eligible for free school meals, compared with around 8% of young people of the same age in the general population.</p><p> </p><p>The national picture of NCS shows that young people from disadvantaged and minority ethnic backgrounds are well represented. The latest evaluation showed that 30% of NCS participants were from Black, Mixed or Asian backgrounds compared with 19% of the general population.</p><p> </p><p>The 2014 evaluation demonstrates that NCS graduates are more confident leaders and decision-makers. 7 in 10 NCS graduates felt more confident about getting a job, and more than 9 in 10 graduates felt NCS helped them develop useful skills for the future. The UK also fares less well because of the measures used to inform the index; for example, economic participation and opportunity includes the difference in average yearly earnings of women and men, a measure that disadvantages the UK where many women choose to work part-time in order to balance family and work commitments. 	answer	answer is ministerial correction date of answer 12/03/2015 answer text <p>General election guidance for Government Departments published by the Cabinet Office includes advice on carrying out public consultations.</p><p> </p><p>That guidance primarily covers situations where an election is called once a public consultation is already under way, rather than any consideration that would be necessary about whether to launch a consultation when an election is known to be imminent.</p><p> </p><p>In the case of caste, that consultation has been delayed because of legal developments in a caste-related case – <em>Chandhok v Tirkey</em>. That means that not all the General Recommendations will actually be relevant to the UK's circumstances and policies, and it is not the normal practice of the Government to respond specifically to the publication of General Recommendations.</p><p> </p><p>If a General Recommendation is relevant to the UK, then the Committee will assess us against it during our periodic examination. We will receive their evaluation and we will have the opportunity to respond fully at that stage. This is the relationship that people have to their bodies, and how they integrate physical and emotional wellbeing. There is a strong relationship between poor body image, disordered eating and weight problems. Research shows that people with low levels of body satisfaction are more likely to gain weight over time (regardless of starting BMI); whereas those who have higher levels of body satisfaction are less likely to gain weight.</p><p>This is partly because people with low body image are less likely to be physically active and more likely to use unhealthy weight control behaviours. Poor body image is also linked with depression and low self-esteem. People who do not feel good about their bodies are less likely to look after them, so supporting people to value themselves and take care of their bodies is crucial in tackling obesity.</p><p>The Government is committed to tackling obesity and tackling the causes of poor body image. The Public Health England Change4Life campaign has been widely acclaimed for its positive approach and for not using “fat shaming” imagery. There are now 711,000 more women in employment and 157,000 fewer women unemployed than in May 2010. The proportion of businesses that are led by women is increasing. In 2012, 20% of SMEs were either run by women or by a team that was over 50% female, an increase from 14% in 2008. The National Coastal Tourism Academy in Bournemouth, part funded by Government through the Coastal Communities Fund, was set up in 2013 to partner with tourism businesses to help them reach their commercial potential and provide the best possible experiences for their visitors. The development of local television has been supported by up to £40m of ring-fenced funding under arrangements agreed with the BBC in 2011. Under these arrangements, the BBC will provide up to £25 million to cover the capital costs of building the local television transmission network and up to £15m for content funding from the BBC for each station's first three years on air.</p><p> </p><p>The draft Charter agreement published on 15 September included an extension to the content funding arrangements. By the end of 2017 it will be available to 95% of homes and businesses.</p><p>But we are determined to go further, and extra funding from clawback and efficiency savings in the local broadband contracts with BT will allow this coverage to be extended.</p><p>We are also committed to introducing a Universal Service Obligation for broadband through the Digital Economy Bill.
