The figure for Big Society and Community rights are as follows:</p><p> </p><table><tbody><tr><td><p><em>£ million</em></p></td><td><p><em>2011-12</em></p></td><td><p><em>2012-13</em></p></td><td><p><em>2013-14</em></p></td><td><p><em>2014-15</em></p></td></tr><tr><td><p> </p></td><td><p>8.9</p></td><td><p>12.3</p></td><td><p>18.9</p></td><td><p>23.7</p></td></tr></tbody></table><p> </p><p>We received unbudgeted income of £2 million in 2012-13 and £1.6 million in 2013-14 (a legacy of the New Deal for Communities); in turn, this has reduced the outturn figures for Big Society and Community Rights allocations, but not the actual spending (as the income reduces the request for funding for the Department from the public purse).</p><p> </p><p>The Community Rights programmes are part of our Big Society agenda. Some funding was re-classified after the 2011 Spending Review moving to the ‘Integration’ heading. These accounting categories are somewhat arbitrary – as many of our integration projects are about putting the Big Society principles in practice: empowering individuals, neighbourhoods and communities to solve problems and improve quality of life. I refer the rt. hon. Member to the Written Ministerial Statement made by my Rt hon Friend, the Secretary of State (Eric Pickles) today, which lists the integration projects we have funded to illustrate this point.</p><p> </p><p> </p>

answer text <p> </p><p>Bellwin provides emergency financial assistance to local authorities to help them meet uninsurable costs they incur when responding to a major emergency in their area. The level of funding over time is causally linked to the scale of flooding or other emergency. As was the case under previous and current Administrations, it operates by local authorities retrospectively claiming spending back.</p><p> </p><p> </p><p> </p><p>As at 7 July, 70 local authorities have submitted formal Bellwin claims. A table has been deposited in the Library of the House listing the reimbursement payments that have been made to date. In the remaining cases, the claims are being prepared for payment or we are waiting for the local authorities to provide supporting information. The deadline for submitting claims was 30 June 2014; claims are being checked and will be paid promptly.</p><p> </p> more like this

answer text <p> </p><p>We recognise that local communities know their own areas best and our approach is to enable local authorities, communities, businesses and voluntary bodies to lead integration in their local areas.<strong> </strong>To kick-start this approach, we support a range of practical exemplar projects which demonstrate positive or pioneering ideas that are community-led and create the conditions for people to live successfully alongside each other. Ministers have also recently led a series of roadshows to engage directly with the public to inform them about our Integration projects and cross government work to tackling extremism and hate crime. To accompany these roadshows DCLG has produced infographics summarising our integration work, they are available online at: <a href="https://www.flickr.com/photos/communitiesuk/sets/72157644380501531/" target="_blank">https://www.flickr.com/photos/communitiesuk/sets/72157644380501531/</a>. In our Written Ministerial Statement of 12 March 2013,<em> Official Report</em>, Column 5-6WS, we made clear that translating material into other languages is expensive, and can hinder integration, encourage segregation and reduce incentives to learn English.</p><p> </p>
