	answer	answer is ministerial correction date of answer 08/04/2014 answer text <p> </p><p>At the Budget, we announced that we will launch a government funded, staged pilot for passing a share of the benefits of development directly to individual households.</p><p>Our development benefits pilot is not a direct compensation scheme associated with housing price depreciation near large infrastructure developments. Rather than households bringing forward claims for compensation, we are testing a model where the benefits of housing development are directly shared with households in the local area. 	answer	answer is ministerial correction date of answer 10/04/2014 answer text <p> </p><p>The Government made clear in the National Planning Policy Framework that National Parks have the highest status of protection in relation to landscape and scenic beauty and that great weight should be placed on their conservation. In developing the planning guidance, which was published in March 2014 to support the Framework, the Government took account of feedback raised during the ‘Beta' test phase. . The guidance, which is a material consideration in planning decisions, explains that section 11A(2) of the National Parks and Access to the Countryside Act 1949 requires authorities to ‘have regard' to the purpose of National Parks ‘in exercising or performing any functions in relation to, or so as to affect, land' in National Parks. The guidance is clear that the duty is relevant in considering development proposals that are situated outside National Parks, but which might have an impact on the setting of, and implementation of, the statutory purposes of these protected areas.</p><p>Through the Localism Act, the Government has strengthened the role of Local Plans to shape where development should or should not go. The Budget announced that we will consult on introducing a wider ‘retail' use class; I can confirm that this would not include betting shops or payday loan shops.</p><p>Moreover, to increase access to retail banking and to encourage new entrants, we have already recently amended secondary legislation such that shops (A1) are now able to change to banks, building societies, credit unions and friendly societies, within the A2 use class. 	answer	answer is ministerial correction date of answer 28/04/2014 answer text <p> </p><p><em>[Holding Reply: Monday 31 March 2014]</em></p><p>We expect the new Ebbsfleet Urban Development Corporation, once established, to develop the vision for Ebbsfleet Garden City in co-operation with local partners.</p><p>We would expect the Corporation, working with local partners and other experts, to consider how accepted Garden Cities principles, such as high quality, imaginative design, the provision of generous green space, mixed tenure homes and a strong local jobs offer, could be delivered in a way appropriate to local needs and circumstances.</p><p>The Government wants Ebbsfleet to set high standards in terms of design quality. The Built for Life principles are industry developed standards for good design. Any planning application or appeal needs to be considered on its individual merits in light of the prevailing local circumstances and planning policies.</p><p>During this period, three appeals relating to the London Borough of Newham in 2011 were allowed involving changes to A2 use.</p><p>The detailed reasoning for the approvals were outlined in the three decision letters, but it may assist the hon. Member to note that (a) one case involved an application which had been rejected on grounds it was a move to a non-retail use, yet the inspector noted that the premises had been operating as a non-retail use for over 40 years, (b) another had been rejected on similar grounds, yet there was already an extant planning permission for the premises to change to a non-retail use, and (c) the other was since the premises was changing from an amusement arcade and was already in use for a form of gambling.</p><p>The Department for Culture, Media and Sport is undertaking a broader review of gambling policy. This Government is taking action to support healthy and vibrant local high streets. This is part of a wider set of measures designed to get empty and redundant buildings back into productive use and make it easier for valued town centre businesses like shops, banks and cafés to open new premises, while giving councils greater powers to tackle the harm to local amenity caused by a concentration of particular uses.</p><p> </p><p> </p><p> </p> answering member constituency Grantham and Stamford answering member printed Nick Boles question first answered 28/04/2014 12:00:00 answering member 3995 label Biography information for Nick Boles
