answer	answer is ministerial correction date of answer 13/02/2024 answer text <p>The Central Digital and Data Office, in the Cabinet Office, sets the policy and leads the cross-government approach to the safe, ethical, legal and secure sharing of government data. They work with the Government Security Group, who also lead on the topic of Supply Chain Security.</p><p><strong> </strong></p><p>When sharing personal data with third party organisations, departments must make sure data is used fairly, lawfully and transparently, in compliance with the data protection principles set in UK GDPR and the Data Protection Act 2018. This includes having the requisite data protection controls and governance in place and working with vendors and partners to identify and remediate any risks. All government contracts with suppliers must consider the security of all information and set expectations for how it should be protected.</p><p><strong> </strong></p><p>Departments are responsible for managing their security risks, including the risks to their information that is held and processed by authorised third-parties. The Government Security Standard, local security policies and assurance frameworks such as the Cyber Assessment Framework set out how they should do this. answer	answer is ministerial correction date of answer 19/02/2024 answer text <p>The information requested falls under the remit of the UK Statistics Authority.</p><p> </p><p>A response to the Noble Lord’s Question of 5th February is attached.</p><p> </p><p>The Lord Clement-Jones CBE</p><p>House of Lords London</p><p>SW1A 0AA</p><p>13 February 2024</p><p> </p><p>Dear Lord Clement-Jones,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking (1) what was the cost of running the Office for National Statistics (ONS) Integrated Data Service in 2023; (2) how many projects were active in the Integrated Data Service in 2023; and (3, 4) what are the equivalent figures for the ONS Secure Research Service for the same period <strong>(HL2184)</strong>.</p><p> </p><ol><li><p>The approximate costs of running the nascent Integrated Data Service in 2023 were £4,200,000, including infrastructure costs that permit future scaling of the service.</p></li></ol><p> </p><ol start="2"><li><p>There were 20 active projects within the Integrated Data Service in 2023.</p></li></ol><p> </p><ol start="3"><li><p>The cost of running the ONS Secure Research Service in 2023 were £7,000,000.</p></li></ol><p> </p><ol start="4"><li><p>The Secure Research Service had a total of 842 projects during 2023. On average, there were around 600 live projects at any one time during 2023.</p></li></ol><p> </p><p>Equivalent operating costs and projects numbers should be interpreted with caution. The Integrated Data Service (IDS) is in development and currently operates within a BETA maturity phase. In September 2023 IDS received Digital Economy Act (2017) accreditation for data provision, making IDS the first cloud-native trusted research environment to be accredited for data provision under the legislation and opening the opportunity to scale.</p><p> </p><p>The IDS is built to be future proofed, to better enable the Government’s data sharing agenda in a more effective and efficient way. The IDS will grow at pace over the remainder of the programme with a pipeline of additional and transformational capability, data, projects and users which exceed the capabilities of the Secure Research Service (SRS). Improved data integration and cross-sector collaboration enabled through cloud technologies will drive significant uptake.</p><p> </p><p>The SRS is a long-standing and mature Trusted Research Environment which has operated in its current form since 2017, having previously operated as the Virtual Microdata Laboratory (VML) from 2004. The SRS grew rapidly upon achieving DEA accreditation in 2019, which enabled greater expansion of its data catalogue and user base. As part of this, in April 2023 we launched GovAssure, which introduced stringent new measures for Government cyber security to be reviewed against. Under GovAssure, government organisations regularly review the effectiveness of their cyber defences against common cyber vulnerabilities and attack methods. answer	answer is ministerial correction date of answer 08/02/2024 answer text <p>The Procurement Act 2023 brings in new powers to exclude and debar companies from public procurement on grounds of national security. The new National Security Unit for Procurement (NSUP), in the Cabinet Office, will work across government to coordinate assessments of companies and support ministers in national security debarment decisions.</p><p><strong> </strong></p><p>In addition, Procurement Policy Note 09/14 requires central government contracting authorities to ensure that for contracts with certain characteristics, suppliers must meet the technical requirements prescribed by Cyber Essentials, including where suppliers store, or process, personal information or data at Official level.</p><p><strong> </strong></p><p>The Cabinet Office encourages all organisations to follow National Cyber Security Centre (NCSC) guidance which sets out the security matters to be considered during the procurement process. The National Protective Security Agency (NPSA) has also published guidance to prevent hostile actors exploiting vulnerabilities in supply chains.</p><p><strong> </strong></p><p>The National Procurement Policy Statement sets out the national priorities that all contracting authorities should have regard to in their procurement where it is relevant to the subject matter of the contract and proportionate to do so. The current statement does not include cyber security as a separate, wider policy because the need for cyber security protection is fundamental to procurements where it applies and therefore built into the procurement process as described above.
