answer text <p>The information requested is not readily available and could only be obtained at disproportionate cost. To obtain the information a manual search through individual records would be required as this is not recorded centrally on departmental systems.</p><p>The grounds for the exclusion of bidders from public procurement procedures are set out in the Public Contracts Regulations 2015. These rules set out the circumstances in which bidders must, or may, be excluded from a public procurement process.</p><p>The Procurement Bill brought forward by this Conservative Government, currently being considered by Parliament, expands the scope of misconduct which can lead to exclusion. We are also increasing the time period within which misconduct can lead to exclusion from 3 years to 5; bringing subsidiary companies into scope of exclusion; and making the rules clearer so that contracting authorities can undertake exclusions with more confidence</p><p> </p> more like this

answer text <p>The work approved on 13 July refers to the Building Works and Projects, which will be used for the provision of building works to support a greater focus on Life Cycle Replacement (LCR) and Net Carbon Zero (NCZ) projects throughout the Government Property Agency (GPA)’s office estate in England. The term ‘taxi rank’ is used to refer to the manner in which small contracts are awarded which reflects a ‘next in line’ process.</p><p>The activity approved for procurement on 15 July is for the provision of hard and soft facilities management for the GPA Estate where needed. These procurements are to appoint suppliers from multiple lots, resulting in six regionally structured contracts for the provision of these services.</p><p>The activity approved for procurement on 22 July is for a company to provide a management service for our facilities management supply chain. This centralised performance management function will manage the flow of data and the performance of the supply chain on behalf of the GPA.</p><p> </p>

answer text <p>Working effectively with the private sector is a vital part of our response to tackling the covid-19 crisis, allowing us to procure quickly and innovatively and to obtain specialist solutions to the myriad challenges that are facing us. The private sector is responsible for the miracle of vaccines being available in record time.</p><p>We have always made it clear that contracting authorities must use good commercial judgment and continue to achieve value for money for taxpayers, and we have engaged in both internal and external audit to satisfy ourselves that that has been the case.</p><p>Through “The Outsourcing Playbook” we are also improving the decision making and quality of contracts that the Government place with industry, and we are building our internal civil service capability, as we believe it is important that we invest in our in-house capacity and expertise so that we rely less on external consultants and contractors</p><p>We recognise the important role that Government suppliers have played supporting the Government’s Covid-19 efforts in addition to delivering on their existing public sector contracts.The safety of all staff is paramount, and all suppliers must adhere to Health and Safety legislation, as well as specific departmental policy when staff are working at Government sites.</p><p> </p>
