	answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>The Cabinet Office does not hold information on the numbers of European Union nationals<br>resident in the UK who do or do not register to vote in local elections</p><p>Estimates of the number of eligible people on the registers for electoral events are<br>published by the Electoral Commission following each poll, but have not previously<br>included a breakdown of the numbers of EU citizens eligible to vote. These reports are<br>available online at: www.electoralcommission.org.uk</p><p>Each Electoral Registration Officer maintains a register for their own local area. Some headline registration statistics by area are collated and published annually by the Office for National Statistics, however, this does not include a breakdown of the numbers of EU citizens registered to vote. Under the prompt payment policy, public sector bodies are required to include 30-day payment terms in new public sector contracts; and this payment term must be passed down the supply chain. They are also required to publish annual payment performance data.</p><p> </p><p>While there is no provision to issue fines or penalty notices to public sector bodies that do not adhere to the prompt payment policy, we encourage businesses to report poor payment practice and instances of late payment in public sector contracts in breach of contract terms, to the Public Procurement Review Service, who will investigate. The service also undertakes its own proactive investigations into payment performance.</p><p> </p><p>Following a public consultation, in November 2018 a new prompt payment initiative was announced to ensure all Government suppliers and subcontractors benefit from being paid on time. For the first time, failure of companies to demonstrate prompt payment to their suppliers could result in them being prevented from winning government contracts. <br></p><p>Coming into force in September 2019, this will ensure the Government only does business with companies who pay their suppliers on time, many of which are small businesses. 	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>The UK’s National Cyber Security Centre, as the national technical authority for information assurance and the lead Government operational agency on cyber security, leads for the Government in dealing with HCSEC and with Huawei more generally on technical security matters</p><p> </p><p>The Huawei Cyber Security Evaluation Centre (HCSEC) is a private entity. As detailed in the HCSEC Oversight Board report, their plan of evaluation is driven by the commercial rollout of services by the UK operators that use Huawei equipment.</p><p> </p><p>As new equipment is rolled out, Government can work with them to refocus their efforts but we cannot instruct them. When operators do begin deploying equipment then it can be tested. HCSEC has not begun assessing any 5G equipment.</p><p>We have undertaken a thorough, evidence-based review of the 5G supply chain to ensure the secure and resilient roll-out of 5G.
