To work effectively and securely, it would require all polling stations in a constituency to be electronically linked and the register updated in real time to prevent anyone registering and voting in one<br />polling station and moving quickly to another to do the same. This would present considerable technical challenges and carry significant cost.</p><p><ins class="ministerial">Such a change would introduce uncertainties as to the register to be used for the election and undermine confidence in the process if candidates were unable to challenge any unusual trends in registration prior to Polling Day.</ins></p><p>Electoral Registration Officers (EROs) are legally responsible for determining who is eligible to vote in polls in their local areas. Where it has reason to believe that electoral law has been breached it has the power to investigate, impose sanctions, or refer to the police. The Government has no involvement with Electoral Commission investigations. The Electoral Commission has produced recommendations on campaign finance which the Government is considering. Any leak is unacceptable and the leak of any information is disappointing. However, On 11<sup>th</sup> September 2019 we published an iteration of the planning assumptions which largely reflect the work carried out under the previous government, which are dated 2 August. </ins></p><p><ins class="ministerial">Operation Yellowhammer is a cross government programme of work to ensure that government is prepared to mitigate the potential impacts of Brexit in the event that the UK leaves without a deal. The programme is underpinned by planning assumptions that are not a prediction of what is going to happen, but reflect a responsible Government preparing for reasonable worst-case scenarios. A reasonable worse case assumption provides a challenging and stretching scenario to aid planning. Such an approach is good risk management.</ins></p><p><ins class="ministerial">We are currently undertaking a review of the reasonable worst case scenario planning assumptions for Operation Yellowhammer and will publish the revised version in due course. 	answer	answer is ministerial correction date of answer 20/07/2023 answer text <p>The Cabinet Office publishes an annual report on special advisers, and far more detail is transparently provided than ever issued under the last Labour Government, and far more than is published by the Labour-led Welsh Government.</p><p> </p><p>As set out in the July 2023 annual report, laid in the House today, special advisers represent just 0.02 per cent of the Civil Service workforce.</p><p> </p><p>Special advisers are classed as temporary civil servants. They receive a severance payment if their appointment automatically ends when their appointing Minister ceases to hold ministerial office. This reflects the lack of any formal notice period. The substantive contractual provisions in the Model Contract are the same as under previous Administrations of all political colours, including the last Labour Government. They also reflect the statutory provisions set out in the Constitutional Reform and Governance Act 2010, as legislated for under the last Labour Government.</p><p> </p><p>For example, £1 million in then-prices was paid in severance payments in 2007-08 (as per out in 17 November 2008, Official Report, Col. 244W) and £1.8 million in April-May 2010 (as set out in 28 October 2010, Official Report, Col. 18WS).</p><p> </p><p>With regards to the specific questions asked:</p><ul><li><p>The £7.2 million figure in the 2012-13 annual report includes all salary costs, including severance costs, however the amount relating specifically to severance was not reported.</p></li><li><p>No severance was paid in 2013-14.</p></li><li><p>The 2015-16 annual report covered the period April 2015 through 13 July 2016, to cover the paybill costs until the end of the David Cameron Administration. To obtain the information a manual search through individual records would be required as this is not recorded centrally on departmental systems.</p><p>The grounds for the exclusion of bidders from public procurement procedures are set out in the Public Contracts Regulations 2015. These rules set out the circumstances in which bidders must, or may, be excluded from a public procurement process.</p><p>The Procurement Bill brought forward by this Conservative Government, currently being considered by Parliament, expands the scope of misconduct which can lead to exclusion. These units used publicly available data, including material shared on social media platforms, to assess UK disinformation trends and narratives.
