star this property answer text <p>Under Individual Electoral Registration (IER) applicants provide two personal identifiers including a national insurance number which are checked against Government records to help verify the person is who they say they are. As part of the transition to IER in 2014, 87% of the existing electorate was automatically re-registered under the new system after being data matched against Government and local authority data. Data matching continues to be integral to IER, in verifying new applications, but also locally in identifying and verifying applications from eligible electors. We will keep under review the scope for data to further improve voter registration.</p> more like this

Over 14 million applications have been made to register since the introduction of IER, almost three quarters of them online. Ghost entries have been removed, which means the electoral registers are more accurate and less vulnerable to fraud than before. The Electoral Commission is expected to publish its assessment of the completeness and accuracy of the first full electoral registers under IER, published in December 2015, this summer.</p> more like this

However, there are restrictions on organisations whose expenses are met wholly or mainly from public funds publishing certain material relating to the referendum in the final 28 days.</p><p>As the independent regulator for charities in England and Wales, the Charity Commission published guidance for charities on 7 March 2016 regarding the forthcoming EU referendum. This clearly sets out the threshold necessary to justify any charitable activity on this specific issue.</p> more like this

star this property answer text <p>The referendum on membership of the European Union is a decision of fundamental importance for the future of the country<strong>. </strong>The Government is committed to helping ensure that everyone who is eligible to vote in this referendum is able to do so.</p><p>The Electoral Commission’s public awareness campaign plays an essential role in explaining to the electorate the importance of registering to vote. As it has done previously ahead of the 2015 General Election, the Government aims to complement and amplify the Electoral Commission’s work to maximise the number of people reached by voter registration communications to ensure that electors can have their say on 23 June. star this property answer text <p>The move to Individual Electoral Registration has made registration more convenient for students, who can now register online in as little as three minutes on a tablet, smart-phone or PC. Ahead of the elections on 7 May, £530,000 was allocated to organisations that work to encourage student electoral registration, including £380,000 to the National Union of Students. In 2013, the Cabinet Office established the Student Forum, bringing together key organisations representing students and universities, as well as Electoral Registration Officers with significant student populations to foster closer working relationships. We have also worked with Sheffield University and the local Electoral Registration Officer to pilot digital integration of student enrolment with electoral registration and I am keen that we learn from this work.</p><p>I am engaged in detailed discussions with a range of Electoral Registration Officers on how to increase registration rates for hard-to-reach groups, including students, and look forward to announcing further details on this soon.</p>

star this property answer text <p>The law provides for the checking of the integrity of completed postal ballots prior to them being included in the count. Returning Officers are required to check 100% of postal vote identifiers (signatures and dates of birth) returned with completed postal votes against those supplied by the elector when they applied for a postal vote. Any that do not match will not be counted in order to prevent any attempt at electoral fraud. The law requires that postal ballot papers are mixed with ballot papers from a ballot box before they can be counted as a necessary step in order to help protect the secrecy of the ballot.</p> more like this

This was based on the last registers published under the old household system of registration in February/March 2014. The next study of this kind will be published by the Commission this summer and will be based on the registers published in December 2015. The completeness and accuracy studies provide a nationally representative picture, and do not allow for analysis at a local authority level, such as the London Borough of Redbridge.</p> more like this

As such, suggestions that IER would lead to a decline in registration levels were simply incorrect.</p><p>While data is not available on the number of non-IER registered electors who voted at the 2015 General Election, the Electoral Commission found 96% of the entries on the electoral register in May 2015 were already registered under IER.</p><p>The Electoral Commission is planning to publish a report in February/March 2016 on the state of the December 2015 registers. This is expected to include data on the number of register entries and on the number of remaining non-IER registered entries removed in December.</p> more like this

Section 39 of the Act provides for a post-election review of the operation of the regulatory regime governing third parties at the 2015 General Election.</p><p>Lord Hodgson of Astley Abbotts CBE was appointed to lead the independent review on 28 January 2015. Work on the review is ongoing.</p><p> </p><p>The reviewer must make a written report on the review and provide this to the Minister who must lay a copy of the report before Parliament and publish the report in such a manner as they consider appropriate by November 2016.</p> more like this

star this property answer text <p>The Government published details of the cost of the production and delivery of this public information leaflet on 6<sup>th</sup> April. It is not possible to provide a further breakdown of these figures, as this would compromise the commercial confidentiality of Royal Mail and the relevant printers.</p><p>The Government has confirmed that a budget of £2.894,064m has been allocated for digital promotion and the operation of the <a href="http://eureferendum.gov.uk/" target="_blank">EUreferendum.gov.uk</a> website. This will be a key means through which the public can access factual information on the Referendum question.</p><p>It is important to ensure that the public continue to have access to factual information throughout the Referendum campaign. The Government has been clear that it will comply fully with the statutory restrictions in place during the 28 day period from 27th May 2016. It is not possible to provide a further breakdown of these figures, as this would compromise the commercial confidentiality of Royal Mail and the relevant printers.</p><p>The Government has confirmed that a budget of £2.894,064m has been allocated for digital promotion and the operation of the <a href="http://eureferendum.gov.uk/" target="_blank">EUreferendum.gov.uk</a> website. This will be a key means through which the public can access factual information on the Referendum question.</p><p>It is important to ensure that the public continue to have access to factual information throughout the Referendum campaign. The Government has been clear that it will comply fully with the statutory restrictions in place during the 28 day period from 27th May 2016.
