The criteria for this payment is that individuals must have been in post on 31 March 2023 and still in post at the point a department makes the payment during the 2023/24 pay year. Pay awards are made by individual departments, in consideration of their own priorities and affordability, and discussed with their trade unions.</p><p>The pay remit guidance is a cost control document and allows departments to seek further flexibility for a pay award above the headline range for pay awards, as demonstrated by pay deals in Her Majesty’s Revenue and Customs and the Ministry of Justice in previous years.</p><p>It is important that pay awards for civil servants are affordable, as well as fair to both staff and the taxpayer. The pay remit guidance considers economic conditions while balancing the need for sustainable public finances. 	answer	answer is ministerial correction date of answer 02/11/2022 answer text <p>The mean annual salary for civil servants at grade 7 and above as of March 2022 was £64,730 in London and £60,000 outside London (including overseas).</p><p>As of March 2022, 2.5% of civil servants (with a reported ethnicity) at grade 7 and above reported their ethnicity as black.</p><p>The mean annual salary for civil servants who reported their ethnicity as black was £33,380, with the median at £31,060, as of March 2022.</p><p>The mean annual salary for senior civil servants working in London as of April 2021 was £88,420, with the median at £80,400. 	answer	answer is ministerial correction date of answer 13/07/2022 answer text <p>As at 31 March 2021 there were an estimated 1,440 civil servants based in London earning less than £11.05 an hour.</p><p><strong> </strong></p><p>As at 31 March 2021 there were an estimated 29,100 civil servants based outside London (including overseas) earning less than £9.90 an hour.</p><p><strong> </strong></p><p>Pay for civil servants below the senior civil service is delegated to individual departments to determine. In April 2022, the National Living Wage increased to £9.50 an hour, however at the reference point for these figures (31st March 2021) it was £8.72 an hour.</p><p><strong> </strong></p><p>The Government has committed that the National Living Wage will reach 66% of median UK earnings by 2024. Departments must ensure that they apply the legislative increase to the National Living Wage and National Minimum Wage.</p><p><strong> </strong></p><p>These figures are estimates based on full-time equivalent gross salary earnings, working hours, and location information collected as part of the Annual Civil Service Employment Survey as at 31st March 2021. A small proportion of civil servants do not have a reported location or salary in this centrally held data, and have not been included in these figures.
