star this property answer text <p>I am accountable to Parliament for the National Cyber Security Strategy and the accompanying investment programme. I am also the lead Minister for the cyber resilience of the government sector.</p><p>The Government Chief Security Officer (GCSO) leads the Government Security Function, which seeks to build the capacity and capabilities of security professionals across UK government departments, covering physical, human and information security.</p><p>The GCSO is also Director General of the Government Security Group within the Cabinet Office, which is responsible for the oversight, coordination and delivery of protective security capabilities within all central government departments, their agencies and arms-length bodies.</p><p>The responsibility for security, including risk management and policy implementation, sits with the Accounting Officer and the executive board of each department.</p> more like this

star this property answer text <p>Effective post-legislative scrutiny is fundamental to driving up standards of legislation. The Government is committed to providing Parliament with information to assist in this vital role through the submission of a memorandum to the relevant departmental select committee with a preliminary assessment of how the act has worked in practice within five years of Royal Assent.</p><p>The Government does not centrally hold information on the post-legislative reviews completed by Departments and published since 1 January 2018; the optimum moment for post legislative memoranda to be submitted is a matter for individual departments in discussion with the relevant departmental select committee. Memoranda are laid before Parliament as command papers and published on gov.uk. It is of course for the relevant committee to decide whether it wishes to conduct further post-legislative scrutiny but the Government would welcome further scrutiny of these memoranda.</p> more like this

Cabinet Office encourages staff and their Line Managers to adopt positive work/life balance arrangements which includes flexible working hours and working from home whilst ensuring business needs are met. The Government is putting in place a range of mitigations for such a scenario. The Cabinet Office is playing its part by, amongst other things, putting in place arrangements to deploy expertise to departments.</p><p>The Cabinet Office has allocated £58.8m in 2019/20 for EU Exit activity. The costs for each scenario cannot be readily separated, given the significant overlap in plans in many cases.</p> more like this

star this property answer text <p>The National Cyber Security Centre (NCSC) engages with every operator who uses the Huawei Cyber Security Evaluation Centre (HCSEC) to manage cyber security risks within<br>their networks. The number of operators that use HCSEC is recorded centrally but for commercial reasons we will not release the number or the names of operators. All of the<br>significant commercial networks in the UK who use Huawei have access to and work with the HCSEC. It is the responsibility of operators to ensure the security and resilience of<br>their networks. Other operators may use the guidance that is publicly available on the NCSC website, which we cannot track, or advice from other relevant bodies such as Ofcom, the regulator.</p> more like this

star this property answer text <p>The Department for Environment, Food and Rural Affairs (Defra) has stated that the commitment in the 25 Year Environment Plan to remove all Consumer Single-Use Plastics (CSUP) from the central government estate offices will be delivered by 2020, with the option for any department to do so earlier if desired.</p><p>In advance of this ban on CSUP, Cabinet Office and Crown Commercial Service (CCS) have developed an elimination scheme to be implemented through the facilities management (FM) suppliers on the CCS FM framework. It has established steps that can be taken to remove CSUP from new and existing contracts with departments at neutral cost, in support of this commitment.</p><p>The elimination scheme took effect from 1 August 2018, enabling departments and supply chains (including those related to waste management) to phase in alternatives to CSUP in time for the ban coming into force. Government’s FM suppliers report that these steps are helping lead many of their private sector clients to adopt similar plastics elimination measures.</p>
