UK Trade &amp; Investment (UKTI) has lead UK responsibility for the provision of support and assistance to new and existing exporters of goods and services both at home and overseas. The Welsh Government is responsible for devising and implementing additional programmes to meet the particular needs of companies in Wales.</p><p> </p><p>UKTI works closely with the Welsh Government's trade and Investment team who deliver services on the ground in Wales. Companies in Wales therefore have access to the support provided both by Welsh Government and UKTI.</p><p> </p><p>UKTI uses its Performance and Impact Monitoring Surveys (PIMS) to measure the performance and impact of its support across the UK. The PIMS evidence is periodically complemented by independent impact evaluations. As such, this is not an area where the Government can intervene.</p><p> </p><p> </p><p> </p><p>However, Higher Education Institutions (HEIs) and private providers of ‘halls of residence’ type accommodation are required to belong to one of two Codes of Practice. These are the Student Accommodation Code <a href="http://www.thesac.org.uk/" target="_blank">http://www.thesac.org.uk/</a></p><p> </p><p>and the Accreditation Network UK <a href="http://www.anuk.org.uk/aboutus/aboutus.asp" target="_blank">http://www.anuk.org.uk/aboutus/aboutus.asp</a>.</p><p> </p><p>These Codes of Practice protect students’ rights to safe, good quality accommodation, wherever they are studying. They outline what students can expect from their accommodation as well as their responsibilities as tenants.</p><p> </p><p> </p><p> </p><p>Some other private providers offer student accommodation, off campus, on the basis of an Assured Shorthold Tenancy (AST). For students in these properties, rents would be set by the landlord at the market rent achievable for that type of accommodation. Under Section 22 of the Housing Act 1988, if an AST tenant considers the rent to be excessive, he or she could apply to the first tier tribunal for a determination of the rent. Given these protections, Government has no plans to act in this area.</p><p> </p><p> </p><p> </p><p>In addition, since 2012, the Key Information Set includes information on the average cost of accommodation for each HEI. However, we understand the National Association of Estate Agents provides customer services training for those employed in this field including understanding the customer’s needs. It is in the interests of Estate Agents to understand the needs of all their potential customers, including the disabled customers, so that they can compete effectively to win new business and grow. The Government sets the open, market framework in which companies can compete for business on fair terms.</p><p> </p><p> </p><p> </p><p>The Government does however encourage companies to make their businesses more accessible to disabled people and embrace the positive business opportunities presented by disabled customers; guidance is available on the gov.uk website for both employees and employers. They have clear duties to ensure that disabled students do not face discrimination whilst applying to, and studying in higher education. There is no data available on the exact contribution of Polish immigrants to UK GDP since 2010 - it is extremely complex to isolate the contribution of just one group of people to GDP, given the wide variety of economic activity that they will be involved in.</p><p> </p><p> </p><p> </p><p>However, many economists believe that Polish migrants have had a positive impact on the UK economy since 2004 as they tend to be of working age when they arrive and contribute more to the economy through taxes and consumption than they take out via public services.</p><p> </p><p> </p><p> </p><p>By broad industry definitions, Polish nationals work across all industries but are most often found in Manufacturing and Distribution, Hotels and Restaurants. By standard occupation definitions, Polish nationals are found in all occupational areas but are most often in skilled trades, process, plant and machine operative occupations and elementary occupations.</p><p> </p><p> </p><p> </p><p>The Organisation for Economic Co-operation and Development (OECD) found that the primary driver for determining an individual's fiscal contribution is whether they are in employment.
