The UK will leave the European Supply Agency at the same time that it leaves Euratom.</p><p> </p><p>The nature of future arrangements with Euratom and the EU will be subject to negotiation which started this month. Our aim throughout the negotiations with the European Commission will be to maintain our mutually successful civil nuclear cooperation with Euratom and the rest of the world.</p><p> </p><p>The UK is keen to ensure that there is minimal disruption to civil nuclear trade following the UK’s withdrawal from Euratom. This is funded primarily through the EU central budget with small additional membership fees from member states. The UK pays a €290,000 annual membership fee directly to F4E.</p><p> </p><p>UK membership of F4E gives UK scientists and engineers the opportunity to work at, and in partnership with, ITER on development of fusion as a clean, safe and virtually inexhaustible energy source. As outlined in the draft Withdrawal Agreement published on 19 March, such a period will include the provisions of the Euratom Treaty.</p><p> </p><p>Alongside this, the Government has stated in its White Paper on the UK’s Future Relationship with Euratom (Cm 9593) that the UK will be seeking a close association with Euratom which will come into force when Euratom arrangements no longer apply.</p><p> </p><p>The Government has also published a technical notice on civil nuclear regulation (DEP2018-0836). The new regime will be regulated by the Office for Nuclear Regulation (ONR) and will be equivalent in effectiveness and coverage to that currently provided by Euratom.</p><p> </p><p>Parliament has passed the Nuclear Safeguards Act 2018 which provides the legal framework for setting up a domestic nuclear safeguards regime; and Government is consulting on draft Nuclear Safeguards Regulations, which set out the proposed detail of the regime.</p><p> </p><p>The ONR will run the UK's State System of Accountancy and Control (SSAC) of Nuclear Material as part of the new domestic regime.
