Friend the Prime Minister’s recent decision to make the Minister for the Northern Powerhouse and Local Growth a joint appointment between the Department for Business, Energy and Industrial Strategy and and Ministry for Housing, Communities and Local Government. This builds on the commitment at Autumn Budget 2018 to refresh the Northern Powerhouse Strategy.</p><p>The Strategy will be developed across government and in partnership with external stakeholders, including mayoral combined authorities, Local Enterprise Partnerships and civic and business leaders, to ensure the whole of the North of England benefits from government investment with a clear plan for improved productivity and prosperity. 	answer	answer is ministerial correction date of answer 24/02/2020 answer text <p>We define scaleups using the OECD definition of high growth, i.e. an enterprise with a cumulative average annual growth in employees or turnover greater than 20 per cent per annum over a three-year period, and with more than 10 employees at the beginning of the period.</p><p> </p><p>Scaleups play an important role in the UK economy: they generate around 20% of all turnover in the economy and around 15% of employment, and Scale Ups can play a role in driving innovation. 	answer	answer is ministerial correction date of answer 24/02/2020 answer text <p>The Government is clear that anyone entitled to be paid the National Minimum Wage (NMW) or National Living Wage (NLW) should receive it. We are committed to cracking down on employers who fail to pay the NMW/NLW.</p><p> </p><p>The current law makes clear that anyone who carries out “work” for an employer is entitled to the NMW/NLW. Where HMRC enforcement officers identify that there has been an underpayment, including for breaches related to unpaid working time, they may issue a Notice of Underpayment instructing the employer to pay the workers the arrears they are owed, and a penalty of up to 200% of those arrears.</p><p> </p><p>In cases where the total arrears are over £500, the Government considers publicly naming the employer via the NMW Naming Scheme. 	answer	answer is ministerial correction date of answer 26/02/2020 answer text <p>HM Land Registry (HMLR) receives 120,000 applications per day, of which 95% are processed within the service standard of 5 days for register updates (to an existing title) and 25 days for more complex applications that require the creation of a new title (for example on the first registration of a property or a new lease). There is a backlog of some complex casework involving the creation of a new title, which account for 5% of applications.</p><p> </p><p>HMLR recognise that this situation needs addressing and are implementing plans to reduce the waiting times for those cases.
