unstar this property answer text <p>The Department does not hold information on the number of consultants hired in any one year as this work is often commissioned as part of an outcomes based contract to ensure value for money.</p><p> </p><p>The amount spent on consultants each year since 2016 is:</p><p> </p><p>2016-17 - £63.0 million of which £41.4 million was related to Site Licence Companies</p><p>2017-18 - £50.4 million of which £37.3 million was related to Site Licence Companies.</p><p> </p><p>Site Licence Companies manage and operate the nuclear facilities at the Nuclear Decommissioning Authority (NDA) sites.</p><p> </p> more like this

unstar this property answer text <p>No Scottish Limited Partnerships (SLPs) have been fined since the People with Significant Control register came into force.</p><p> </p><p>I refer the hon. Member to the answer given to her on 2nd July 2018 to Question 157783. Compliance is Companies House’s primary aim, rather than prosecution. It is taking action to ensure that all SLPs report their PSC information. Companies House is actively engaged with SLPs and their representatives to make them aware of their responsibilities, and in addition, it has issued reminder letters to all SLPs who have failed to file PSC information. Failure to comply with the requirement to report PSC information does not incur a civil penalty but it is an offence and may lead to a fine or imprisonment upon prosecution. Companies House is not a prosecuting body and will refer cases to a relevant prosecutor when all other avenues have been exhausted and an SLP has not complied with their obligations.</p><p>In April the Government consulted on a package of reforms which would limit the misuse of limited partnerships, including in their Scottish form. I anticipate that the Government’s response will be published in due course.</p>

All registered SLPs are eligible under the terms of the Scottish Partnerships (Register of People with Significant Control) Regulations 2017.</p><p> </p><p>The above regulations also require a Scottish qualifying partnership (SQP) to register with Companies House and deliver information concerning its People with Significant Control (PSC). An SQP is a general partnership constituted under the law of Scotland that is a qualifying partnership under the Partnership (Accounts) Regulations 2008. On 31 October 2018, 378 bodies had declared as being eligible as SQPs and delivered PSC information to Companies House.</p> more like this

Furthermore, workers on UK registered ships are entitled to minimum wage for all their work on the ship wherever it is located, unless they work entirely outside the UK or are not ordinarily resident in the UK.</p><p> </p><p>This Government takes minimum wage enforcement seriously and is committed to ensuring all employers pay their workers correctly. We continue to invest heavily in minimum wage enforcement, increasing the budget to over £25 million for 2018/19, up from £13 million in 2015/16. In addition to following up on every worker complaint received, HMRC undertake proactive investigations and conduct awareness raising activities amongst both employers and workers.</p><p> </p><p>Last year, HMRC identified record arrears of £15.6 million, for over 200,000 workers.</p> more like this

This is why the Government committed to safeguard the post office network and protect existing rural services. The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p> </p><p>While the Government sets the strategic direction for the Post Office, it allows the company the commercial freedom to deliver this strategy as an independent business. How many Post Office branches are located in McColl's stores and whether there are plans to locate more Post Office branches in McColl's stores are an operational matter for the Post Office. I have therefore asked Paula Vennells, the Group Chief Executive of Post Office Limited, to write to the hon Member on this matter. We have agreed in principle the terms of the UK’s smooth and orderly exit from the EU, as set out in the Withdrawal Agreement. However, it is the duty of a responsible government to prepare business for a range of potential outcomes, and, as such, Government published 106 technical notices over the summer. Businesses have told us they will continue with no-deal contingency planning in light of these, and further guidance, until the agreement is finalised.</p> more like this

unstar this property answer text <p>The Accounts and Reports (Amendment) (EU Exit) Regulations 2018 (the “Regulations”) transfer functions and legislation from the EU to the UK to ensure that the UK legislative framework remains coherent. It does not aim to create new policy.</p><p> </p><p>The Commission has the power to grant equivalence to third countries for their system of reporting payments to governments regarding the logging and mining activities of undertakings. There is no Parliamentary process built into the Commission’s decision. However there are specific criteria that the Commission must consider when exercising those powers.</p><p> </p><p>These Regulations transfer the power to the Secretary of State, to be exercised using the same criteria. The detailed criteria for forming the basis for granting equivalence are set out in paragraph 37 of Schedule 3 to the Regulations.</p><p> </p><p> </p> more like this

unstar this property answer text <p>The Office for Product Safety and Standards (OPSS) uses a variety of tools to improve compliance with technical and environmental regulations including those governing trade in timber. A significant amount of this activity is focussed on working with businesses to improve their compliance systems. Where appropriate statutory notices and other formal actions are used and a summary of all those issued by OPSS is published on gov.uk every six months.</p><p> </p><p>In the last two years, OPSS has taken two prosecutions and issued 26 notices of remedial action and 37 warning letters under the Timber and Timber Products (Placing on the Market) Regulations 2013.</p> more like this

Friend the Prime Minister announced a package of measures to make the workplace fairer for people from ethnic minorities, including a Race at Work Charter.</p><p> </p><p>Developed jointly by the Government and Business in the Community (BITC), the new Race at Work Charter commits businesses to a bold set of principles and actions designed to drive forward a step-change in the recruitment and progression of ethnic minority employees.</p><p> </p><p>The Prime Minister also announced a consultation on mandatory ethnicity pay reporting by employers with more than 250 employees, to help tackle burning injustices in society and build a society that works for everyone. unstar this property answer text <p>The Government recognises the critical role that post offices play in communities and for small businesses across the UK. This is why the Government committed to safeguard the post office network and protect existing rural services. The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p>While the Government sets the strategic direction for the Post Office, it allows the company the commercial freedom to deliver this strategy as an independent business. The number of main post offices, and their locations, are operational matters for the Post Office.</p><p>The Department for Business, Energy and Industrial Strategy conducted a consultation from 8 November to 21 December 2016 to understand what the British public wanted from their Post Office<strong>. </strong>The Government sought responses on the access criteria and the availability of services across the network. The consultation shaped Government decisions to leave access criteria unchanged, and work with the Post Office to extend availability of services to families and small businesses in rural areas. unstar this property answer text <p>This Government does not hold estimates of the total value of wages unlawfully unpaid in the last year.</p><p> </p><p>Through enforcement of National Minimum Wage and National Living Wage (NMW) law over the 2017/18 financial year, HM Revenue and Customs identified over £15.6 million in wage arrears, owed to over 200,000 workers. Government has increased HMRC’s enforcement budget again to a record high of £26.3 million for 2018-19.</p><p>Any worker who feels they have been underpaid should contact the Advisory, Conciliation and Arbitration Service (Acas). Acas provides free and impartial information and advice on all aspects of workplace relations and employment law. Where appropriate, Acas will refer complaints relating to minimum wage underpayment on to HMRC for enforcement action.</p><p>The Acas website is at <a href="http://www.acas.org.uk/" target="_blank">www.acas.org.uk</a> and the Acas helpline number is 0300 123 1100.</p> more like this

My Rt Hon Friend, the Chancellor of the Exchequer announced at Autumn Budget 2018 that the Government was freezing beer duties for the second consecutive year as beer makes up close to 50% of pub sales. Many pubs are also benefitting from the business rates retail discount, announced at Budget 2018, which cuts bills by one third for retail properties with a rateable value below £51,000 from April 2019, as well as wider reforms and reductions to business rates.</p> more like this

unstar this property answer text <p>The Government recognises the critical role that post offices play in communities and for small businesses across the UK. This is why the Government committed to safeguard the post office network and protect existing rural services. The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p> </p><p>The management of the Post Office network is an operational matter for the Post Office Limited who are responsible for maintaining the network of branches and achieving the accessibility criteria set by Government. The Post Office does not have a branch closure programme, rather they are franchising branches to ensure services remain in communities and are actively looking for areas of the country where there is a demand for Post Office services, with over 350 local branches opened since April 2017 in new locations. Branches can sometimes close for reasons beyond the Post Office’s control and when this happens the Post Office seeks to restore services for the communities affected.</p>

unstar this property answer text <p>The Government does not hold estimates of the total value of wages unlawfully unpaid.</p><p> </p><p>The enforcement of the National Minimum Wage and National Living Wage (NMW) is a top priority for the Government; we have increased HMRC’s enforcement budget to a record high of £26.3 million for 2018-19.</p><p> </p><p>The position of Director of Labour Market Enforcement was created in 2017 with an obligation to assess the scale and nature of labour market non-compliance. The Director draws upon a wide range of information and intelligence, including the Office for National Statistics’ Annual Survey of Hours and Earnings.</p><p> </p><p>The Director utilises this intelligence to identify future labour market enforcement priorities for the HM Revenue and Customs Minimum Wage team, the Employment Agency Standards Inspectorate and the Gangmasters and Labour Abuse Authority.</p><p> </p><p>The Director’s Labour Market Enforcement Strategy for 2018 to 2019 can be found below: <a href="https://www.gov.uk/government/publications/labour-market-enforcement-strategy-2018-to-2019" target="_blank">https://www.gov.uk/government/publications/labour-market-enforcement-strategy-2018-to-2019</a>. The recommendations set out within the strategy were overwhelmingly adopted by the Government in December 2018.</p><p> </p>

This includes the Agency Workers Directive and the Working Time Directive, which have been transposed into UK law. There is therefore no need to replicate them after the UK leaves the EU. We have committed not to roll back workers’ rights and that commitment includes the protections provided for by the Working Time Directive and the Agency Workers Directive. We also recently laid the Agency Workers (Amendment) Regulations 2019 which if passed will increase protections for agency workers on pay between assignment contracts.</p> more like this

unstar this property answer text <p>BEIS is leading one of the largest programmes of EU exit deliver across government. We have recruited 700 new staff to work on EU Exit Policy.</p><p> </p><p>We are in the process of delivering a huge secondary legislation programme to ensure a functioning statute book on exit day. As of today, BEIS has laid 62 exit related statutory instruments, including new laws for a nuclear safeguards regime that will maintain the UK industry’s ability to trade in the nuclear sector while ensuring the UK remains on track to meet its international obligations on day one of exit, and plan to lay the remaining instruments by the end of this month.</p><p> </p><p>We have also published 28 technical notices, including on oil and gas, climate change, company law and state aid. These will continue to be updated.</p><p> </p><p>BEIS also continues to work closely with the rest of government on EU Exit issues, to ensure a cohesive approach is taken to support businesses. BEIS has contributed to cross-government information programmes, such as helping to develop the EU Exit business Q&amp;A tool, which was been used over 20,000 times.</p><p> </p><p>BEIS continues to meet with key stakeholders across all sectors to inform our approach and will continue to use their expertise. For example, we have met with over 3,000 businesses to date.</p>

unstar this property answer text <p>The Government has announced its intention to legislate to ensure that all tips left to workers are kept by them in full. In some sectors, tips are a significant part of staff income. It is only right that workers keep the full value of tips left in recognition of good service and hard work.</p><p>This commitment was published as part of the Government’s Good Work Plan, which represents the largest upgrade to workplace rights in a generation. Full details of legislation on tips and a response to the 2016 consultation on tips, gratuities, cover and service charges will be published in due course.</p> more like this

unstar this property answer text <p>The UK has already implemented the Posting of Workers Directive (96/71/EC). Under the terms of the Withdrawal Agreement, the UK will need to implement the recent Directive amending the Posting of Workers Directive (2018/957/EU) by 30 July 2020. We intend to consult on the implementation of this Directive later this year. This will give us enough time to pass the necessary legislation, if any is required.</p> more like this
