	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>An individual’s eligibility for statutory employment protections in the UK is determined by their employment status and not the type of work they do, or label given to the arrangement. Individuals who are on a zero hours contract, part-time contract, or any other type of flexible arrangement can still be eligible for the same statutory employment rights as any permanent, full-time individual if they are doing the same work.</p><p> </p><p>The latest figures show that the proportion of people on zero hours contracts remains small (2.6 per cent of the labour force). 	answer	answer is ministerial correction date of answer 07/05/2019 answer text <p>All workers, including workers on zero-hour contracts are entitled to receive paid annual leave.</p><p> </p><p>In 2017, the Unpaid Britain report found that 1.8 million workers are missing out on £1.8 billion each year, in unpaid holiday leave.</p><p> </p><p>The Government wants to ensure that all workers, regardless of the hours they work, receive the paid time off they deserve. This is why the Government recently ran the ‘It comes with the job’ advertising campaign encouraging workers to understand their rights and employers to understand their legal obligations. Government has also developed new guidance, available on GOV.UK, to help workers and employers understand holiday pay policy and entitlement. Both the campaign, and the guidance were aimed at atypical workers, which includes workers on zero hours contracts. The latest figures show that only 2.4% of the UK’s workforce are on a zero hours contracts because, for that small proportion, that may be the right contract for them.</p><p> </p><p>In the Review of Modern Working Practices, Matthew Taylor said that banning zero hours contracts altogether “would negatively impact many more people than it helped&quot;. We agree with his assessment and have committed to bring forward legislation to introduce the right to request a more predictable and stable contract for all workers, including those on zero hours contracts. These contracts have a part to play in a modern, flexible labour market.</p><p>Government made exclusivity clauses in zero hour contracts unlawful in 2015, meaning individuals have more control over their lives and can work more hours with another employer if they wish. They play a small but important part in the labour market, allowing flexibility for both employers and individuals. The Matthew Taylor review found that zero hours contracts have a part to play in a modern, flexible labour market and benefit those who cannot or do not want to work in a regular contract.</p><p> </p><p>However, this government shares the concerns regarding flexible work arrangements. That is why in October 2016 my right hon. Friend the Prime Minister asked Matthew Taylor to carry out an independent review to consider employment practices and whether they need to change to keep pace with modern business models.
