The UK and the EU have a mutual interest in maintaining our integrated chemical supply chains as the chemicals industry is an economically significant sector in both regions, and it underpins key downstream sectors including automotive, aerospace, construction and pharmaceuticals. In the White Paper on our future relationship with the European Union published in July, the UK has proposed that chemicals are part of a UK-EU free trade area on goods, with continued UK participation in the European Chemicals Agency (ECHA) underpinning this arrangement. The total value of US imports of steel from the UK in 2017 was £360m which amounts to 7% of UK steel exports.</p><p> </p><p>We remain deeply disappointed that the US has decided to apply tariffs to steel and aluminium imports from the EU on national security grounds. We know the chemistry sector recognises the value of the work we have undertaken in partnership to reduce energy costs. The recently-launched Chemistry Council Strategy the sector has noted that:</p><p> </p><p>“Government and industry have worked together to help deliver improved energy costs for energy intensive industries (EII). Industrial energy prices and statistics are published quarterly by BEIS, most recently in September this year and calculations on volatility can be carried out on them.</p><p> </p><p>However energy prices and pricing arrangements paid by businesses in the UK chemical industry are laid out in contracts that are subject to commercial confidentiality. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>In the Chemistry Council Strategy the sector has welcomed the UK Clean Growth Strategy and its cost-effective approach to decarbonisation, including a joint Chemical Sector Roadmap Action Plan, with its focus on low carbon opportunities while ensuring affordable and internationally competitive energy.</p><p> </p><p>Since 2013 chemical sector businesses have received have received more than £160 million under the EU’s Emmisions Trading Scheme, Carbon Price Support, Renewables Obligation and Feed-In-Tariffs.</p><p> </p><p>The chemical industry will have the opportunity to benefit from the new Industrial Energy Transformation Fund announced in the Budget. 	answer	answer is ministerial correction date of answer 28/11/2018 answer text <p>Under the current European Atomic Energy Community (“Euratom”) Treaty arrangements, special fissile material is collectively owned by the Euratom Community, but the operator with the legal title to the material has an <em>“unlimited right of use and consumption”</em> over it, subject to their complying with the obligations imposed on them by the Treaty. This form of supranational, or sovereign, ownership underpins the regulation of special fissile materials by the Euratom Community in accordance with the Euratom Treaty.</p><p>The UK and EU have agreed that when the UK leaves the EU, Euratom’s supranational ownership arrangements will cease to apply in the UK. Article 83(1) removes Euratom’s ‘sovereign’ ownership and rights in relation to material held in the UK at the end of the implementation period. As Euratom ownership will cease as a result of 83(1), Article 83(2) clarifies that those operators that currently hold title to the material will be the sole owners of it, with all the rights and obligations that apply to it.
