The Minister of State for Universities and Science has been in close contact with Commissioner Moedas on the topic of the Horizon 2020 programme. While the UK remains a member of the EU, current EU funding arrangements continue unchanged, including those that apply to students, researchers, and businesses. Setting out arrangements for those currently in receipt of EU funds is one of many issues that will need to be addressed during the negotiations for leaving the EU. The Government intends to maintain and enhance the strength of our research base, which is why we have protected the science resource budget in real terms from its 2015/16 level of £4.7 billion for the rest of the parliament.</p><p> </p> more like this

Friend the Minister of State for Universities, Science, Research and Innovation is setting up a forum with a number of senior representatives of UK research and innovation organisations to discuss opportunities and issues arising from the UK’s exit from the European Union. This group will work with Government to ensure it has the best evidence to keep the UK punching above its weight in research and innovation. We would welcome an agreement to continue to collaborate with our European partners on major science, research, and technology initiatives. The Government’s Industrial Strategy identified a range of other factors that also contribute to growth including skills, trade and inward investment, infrastructure, business support and sectors. The Government recognises that different places have different needs. Science and Innovation Audits are helping to develop the evidence base of where local research strength, innovation capability and potential markets are aligned. These audits are an important contribution to understanding of the strengths and opportunities of different regions as the Government develops an Industrial Strategy that works for all parts of the country.</p> more like this

star this property answer text <p>The Government is committed to ensuring the best possible outcomes for UK Science and Research as we exit the European Union. Following the referendum we set up a dedicated mailbox (<a href="mailto:research@beis.gov.uk" target="_blank">research@beis.gov.uk</a>) to allow academics, researchers and others with an interest to register any issues experienced in engaging with European activities. Since the announcement of the government underwrite of funding, the number of representations received has been low. Stakeholders have largely been in touch to seek clarification – both on the extent of the funding guarantee, and on the eligibility of UK applicants to continue participating in EU research projects after exit – rather than to report cases of discrimination.</p><p>The Joint Report, published by the UK and EU negotiating teams on 8th December 2017, and agreed by the European Council, makes clear that, as part of the overall withdrawal agreement, the UK’s right to participate in EU programmes, including Horizon 2020, will be unaffected by the UK’s withdrawal from the EU. UK based organisations and individuals will be able to bid for funding, participate in and lead consortia for the remainder of the programmes including in 2019 and 2020.</p>

star this property answer text <p>The Government wants the UK to be the go-to place for researchers, innovators and investors across the world, and we intend to secure the right outcome for UK research and innovation as we exit the European Union.</p><p>The UK and the EU fully intend UK entities’ eligibility in Horizon 2020 to remain unchanged for the duration of the programme, as set out in the Joint Report[1] and reflected in the text of the draft Withdrawal Agreement[2]. This includes eligibility to participate in all Horizon 2020 projects and to receive Horizon 2020 funding for the lifetime of projects. Independently of these agreements, the Government’s underwrite guarantee of Horizon 2020 funding remains in place. Through the underwrite guarantee, the Government has committed to ensuring all successful UK Horizon 2020 bids submitted before exit are funded for the duration of the project, including those bids who are only informed of their success or sign agreements after the UK’s withdrawal from the EU.</p><p> </p><p>Our future partnership paper, <em>Collaboration on Science and Innovation<strong>[3]</strong></em> sets out the UK’s desire to conclude a far-reaching science and innovation pact’ with the EU. As the Prime Minister set out on Monday 21 May, we would like the option to fully associate ourselves with the excellence-based European science and innovation programmes including the successor to Horizon 2020.</p><p>In order to promote research in the UK, we are investing an additional £7 billion in R&amp;D funding over five years to 2022. star this property answer text <p>As set out in our R&amp;D Roadmap, we want to ensure a strong offer to attract those with the most talent and potential, and so alongside the new Office for Talent and visa reform, we will be reviewing the talent offer across all career stages to make sure that the coverage and attractiveness of programmes is among the best in the world. We will identify actions we can take to increase support for early career researchers, giving them the skills, knowledge and experience needed to progress their careers inside or outside academia.</p><p> </p><p>Schemes funded by Government take career breaks and requirements for flexible working, into account. This includes UK Research and Innovation’s (UKRI) Future Leaders Fellowships and the Royal Society’s University Research Fellowships. UKRI also works with the Daphne Jackson Trust, supporting fellowships specifically aimed at returning researchers to their chosen fields after a career break. Together, these provide pathways back into academia and funding for researchers.</p>
